Use Raphael. It'll make the game much easier. I find Donatello to be the best because you can stand in one spot and hit enemies above and below you. I found ways to use him to beat Bebop, Rocksteady and the frog dude without getting hit. It's the Dam level (level 2 ) that keeps getting me.

Beat it way back in the day, did it legit too. No Game Genie, but did use Nintendo Power to help me with the third mission (as in how the sewers linked up).

He could have, but nooooo, he spun his sais around when you pressed B.

Yeah, the game is damn hard. And the Donatello strategy is definitely best.
I played this game a lot as a kid. I totally don't think it sucks, it's a lot of fun. It's just ridiculously difficult.

I never had a problem with the water part myself except the first time I hit the seaweed. Other than the seaweed there really isn't a reason to get hung up in that level. I screwed up big a couple of times and still met the time limit with about 4 or 5 seconds to spare. Hell, to me the level getting to the top of the damn was harder than the swimming part.
