The song is actually a reminder against child abuse, created in Flanders in the 11th Century and generally sung by peasant farmers in the inland communities of the region. What they wanted to achieve was essentially telling their children at night that if you treat a baby in a neglectful manner then they would suffer, and their suffering would lead to yours--it stuck and remained a popular part of their culture for centuries and eventually spread into England where, just before the Elizabethan period it was translated into Early Modern English by Earl Jao-Yang Fizzlebottom MXII of Kiev, and became a harmless lullaby sung by circus gorillas working for the Italian Mafia in the thirtieth century.
