Well at least three of the higher card guys wouldn't be in the match (title shots) and you have a handful of guys who serve no purpose in there (Jimmy Wang Yang, Jamie Noble, Ricky Ortiz). So I'd still rather see a 30 man version of this. I took out Jeff, Edge, JBL, and Cena for the World Title matches. And Jimmy Wang Yang, Noble, and Ortiz do serve a purpose. Yang provides interesting cruiserweight spots and could be a perfect guy for an elimination spree when a hoss enters. Noble could be in there to prove that literally anyone could win the Rumble...not just a bunch of main eventers who people care about more. Ortiz is there for the hell of it, although I would take him out for Hurricane Helms, Festus, or a debuting Hart Foundation if I had the choice. Well in theory you should remove Matt and probably Swagger too, but WWE went against that last year so you could probably get away with that. And guys like TBK and Evan Bourne would fill the cruiserweight niche instead of guys WWE haven't bothered using in the last year.

Sure, why not. Two world title matches, and a Rumble featuring every guy on the roster. If you want to make it really interesting, start off with 10 or 20 guys in the ring instead of two It would be a Battle Royal, that morphs into the Royal Rumble. That would help with the time factor too.

No way. At times the talent pool is so shallow they have to scrape for 30. To expand beyond thirty would expose the talent and also expand the time of the match. 30 + 2 minutes works fine.

You're joking right? I just came up with SIXTY guys. No special appearances, leaving four guys out for the World Title Matches, and keeping Batista off due to injury. They have NO problem filling 30.

No!
If something, they should cut the number down...
The roster hasn't been thinner than now, the possible/credible winners can be counted on the fingers of ONE hand. The Champions and the Challengers for the Royal Rumble PPV won't compete in the match, so that makes the list of potential winners even shorter.
The days of Ax v Smash opening the Rumble with the crowd kinda caring are long gone. Current WWE should stick to 20 men Royal Rumbles. That'd keep the dead time down a bit, and would avoid having a lot of painful time-wasting.

Guys like Carlito and John Morrison wouldn't even be in the match if it were 20.

Well I tend to think you need a little down time (although with enough to retain some interest), so that you get the big pop for when the bigger stars enter and things really start to get interesting for the big finale to the match.
