Say they repackage Katie Lea completely as a prostitute, they make her wear cheap tarty clothes like high thighs, a corset and a half slip. Think about it;
Making her way to the ring, weighing in at 135lbs, from the Red Light District of Chelsea, England... Katie Lea!
They could also do a storyline where Kane (who ends up being a slave to the prostitutes) impregnates her and when the baby arrives, we find out that its actually her brother Pauls. The baby of course is a doll in disguise.

Up until the Kane thing I'd say it absolutely could have gotten over in the Attitude Era.
And she'd probably be the biggest face in the women's division.

Guys you're forgetting the possibilities of how far this gimmick could actually go.
I mean think about it, Mark Henry is shown waiting outside the arena with a strap on in hand and all of a sudden Katie comes up to him and says "It's time". He smiles and says "it's about time.", they show shadows of Katie using it on a bent over Mark Henry on what looks to be a trashcan (its obviously Vince McMahon or Pat Patterson shoving a piece of white pudding up a dolls uranus).
