I caught a little WM fever at work looking at the possibilities and came up w/ the following card. Sorry if a bit long but I couldn't help but write out match scenarios, results, etc.
Card:
ECW Title - Champ Christian vs Tommy Dreamer (ECW Rules - Hardcore)
This is a great way to start out WM; w/ a big "peep" ovation for Christian. This also gives Dreamer a nice "send-off" for his career - he definately deserves a better WM moment than the 8-man ECW tag at WM 24. Christian would win, but they should book Dreamer strong. They could book the match on ECW TV as Dreamer coming out doing an interview stating he will put his career on the line for one last shot at the ECW gold. This assumes Christian is champ, too.
***Backstage Segment w/ HHH & the McMahons*** - HHH tells everybody that Orton will pay for what he and Legacy did to his "family". Vince, Shane, Steph, Linda and the "kids" are all there w/ HHH telling them to leave the stadium because he doesn't want them to witness the bloodbath that will ensue. HHH then guarentees Orton's head to Vince w/ Vince grinning (foreshadowing).
MITB Match - Kane, Kofi, Umaga, Mizz, Morrison, Evan Bourne, JBL & R-Truth
Pretty much fodder for mid-card type & up-and-coming guys who wouldn't normally have a spot. Evan Bourne, Morrison & Kofi obviously w/ the highlight spots of the match w/ Umaga and Kane tossing people around. This just could be a vehicle for Bourne to get over on ECW for a possible title run. JBL somehow gets the briefcase after Bourne gets it down but the ref doesn't see it and JBL clothesline's him out of his boots and takes the briefcase.
***Backstage Segment*** - interview w/ Batista who tells about his recovery and predictions for title matches w/ the usual "I'm gunning for whomever is champ when I come back" speech. Have Jericho walk by and tell him to just hang it up instead of "hanging-on" like the other has beens who can't hang it up. Possibly setting up something between the two when Batista comes back.
TLC Grudge Match - Jeff Hardy vs Matt Hardy
It's not guarenteed that these guys will face each other at WM but why not? And why not a TLC match between the two given their tag-team history in that type of match? Jeff barely wins this time, but Hardy wins the next PPV match setting up the payoff match at the following PPV. Also, the ladders will also be out there from the previous MITB match.
***Segment - Hall of Fame Inductees*** - First show highlights of the previous night's induction cermony and have Lawler call out this year's class and have them wave to the crowd. Maybe even Jericho can interrupt the segment and give an anti-Legends speech setting up the next match...
Legends vs Now Match - Chris Jericho vs Stone Cold
This is a nice match to have somewhat halfway through the card. Alot of mind games and talking before the match - perhaps even Jericho taking out a few legends at ringside and even slapping Rourke around (if he's there). Obviously, Austin has to take it easy, but they could have a good cat-mouse match ala Savage/Flair at WM 8 w/ alot of heat. Like to see Jericho win but have Austin go over in Texas and drink beers to get the crowd riled up a bit. It's bathroom/popcorn break time after this one.
***Backstage Segment*** - Grisham inteviews HBK. Nothing special, just a good all around interview about his home state of Texas and about Mr. WrestleMania can be the only man to end the unstoppable WM streak of the 'Taker.
US Title Match - Champ Shelton Benjamin vs MVP
Not sure if these guys will be in the MITB or another match, but this would be a nice "return back to action" sort of match after the Austin match. Perhaps the crowd won't be into it unless there's some high spots. Doesn't matter too much who wins here.
***Segment *** - Backlash; Lawler, JR & Co talk about the next PPV.
***Backstage Segment*** - Vickie Guerrero & Edge talk about the World title match w/ Cena. Just Vickie being annoying and getting the crowd riled up.
WWE World Title Match - Champ Edge vs Cena
I don't think there will be any gimmicks in this one - just a straight one-one-one match. I kinda see this as a good match but nothing special - very similar to Booker vs HHH at WM 19 - title match in the middle of a "jammed" card. I can actually see Edge winning here - not sure why. Yes, Cena is the "face" of the WWE at the moment and he moves the merchandise, but this event is about HBK/Taker and Orton/HHH-McMahons so they don't give too much time for this one. They can continue this feud at Backlash in a gimmick match.
***Backstage Segment w/ legacy*** - Orton tells the interviewer that HHH/Steph's kids will be looking up to Orton as a role model after Orton pummels their father to a pulp tonight.
WWE Brand Match - Triple Threat 12-man Tag Match w/ Winning Team Getting to Pick First for the Draft on April 13th Team RAW (Mysterio, CM Punk, Regal, Knox) vs Team Smackdown (Big Show, Kozlov, Chavo, Kennedy) vs Team ECW (Swagger, Mark Henry, Finley, Paul Burchill)
Yeah, I know this sounds weird, but I think it's a decent idea. Have 3 guys in the ring at the same time and just tag in teammates as the match goes on. It's just basically an 8-man tag w/ an extra team out there, and it's somewhat of an important match setting up the Draft in the weeks after WM. You can even have segments in each show leading up to WM where they "draft" the participants. Obviously this one would turn into somewhat of a mess w/ everybody in the ring at once. You could have a good spot at the end where Mysterio and Show are in the ring (w/ everybody else outside brawling) and Mysterio finally getting Show off his feet and hitting the 619. Mysterio then climbs to the top and leaps but Show catches him in mid-air and chokeslams for the win for Team Smackdown. W/ those two at the end it puts them both over - maybe setting up feuds w/ the champs for both guys in the summer/fall of '09. Also, w/ the first pick in the Draft, Smackdown picks Christian.
***Backstage Segment*** - The usual goofy backstage WM segment w/ past WWE gimmicks (Slaughter, Doink, etc). Maybe this time have the Terry Funk get ready to "brand" somebody but Stone Cold come in and pour beer over the branding iron putting the flame out. Funk gets mad but then everybody enjoys a "cold one" w/ Simmons popping in at the end, "Damn".
WWE Women's Title - Fatal Four Way - Champ Melina vs Beth Phoenix vs Natalie Neidhart vs Maria
We know they're going to have something involving the Diva's so I tried to come up w/ the best possible match. I also tried to have a Diva from each brand. You could have Santino and Rosa cost Beth the match early and have Beth fight Rosa back to the locker room leaving Natalie and Maria vs Melina. You could also have the WWE really put Natalie over by having most of the much focus on her vs Melina but have Melina retain - possibly setting up the feud between the two in the Spring (assuming Natalie comes to RAW in the Draft or vice versa). Phoenix vs Natalie matches in the summer/fall of '09 would be decent - after Phoenix ends the feud w/ Rosa/Santino. This match is also a good spot for another bathroom/popcorn break before the two "main events".
***Backstage Segment*** - WWE cameras "caught-up" w/ fans entering the stadium earlier who gave their predictions for the 'Taker/HBK match - 1/2 for HBK and 1/2 for 'Taker. Then cut to somebody interviewing 'Taker in the "bowels" of the stadium and talk about Mr. WrestleMania "resting in peace".
Title of Mr. WrestleMania Match - Undertaker vs HBK
Similar to WM 17, have 'Taker be in the 2nd to last match of the night. This is the match of the night, although I do see these two having a hard time topping their HITC match from '97. This one shouldn't have any gimmicks - maybe no countouts/DQ's - but let them tell the story w/o bars or steel. Whomever wins, I can see HBK/Taker shaking hands/hugging at the end to the Texas crowd giving us the "WM" moment of the night and for years to come (similar to Hogan/Rock staredown at WM 18). The fans are the real winners here.
***Segment*** - Lilian tells everybody that they broke a new Reliant Stadium attendance record.
***Segment*** - They show a history of WM video package, then show the events leading up to the Orton/HHH match. They need to waste alot of time here giving everybody a potty break to get ready for the 2nd main event and even giving everybody a little "breather" from the awesome HBK/Taker match.
WWE Title Match - Champ HHH vs Orton - no holds barred
I can see the start of this match being similar to Savage/Flair at WM 8 - so much outside interference from Legacy and the McMahon's. You could really have Orton work over HHH for the whole match and have HHH battle his way back similar to Savage fighting back vs Flair at WM 8. At the end, I'm predicting a swerve of sorts as Vince walks in the ring and nails HHH w/ the sledgehammer, giving Orton the win and the title. The following night, Vince proclaims he's backing a new "Legacy" w/ Orton, DiBiase and Rhodes. I know this is very similiar to the WM 17 ending (even down to the same city), but they need something memorable at the end and I can't think of anything else. This sets up Orton vs HHH throughout the next two PPV's w/ the HITC match between the two being the payoff match.
I tried to include pretty much everybody (mid-card and up) on the card. I have 10 matches which I think could work - we know HBK/Taker and Orton/HHH and possibly even Austin/Y2J will each have 15-20 minutes. You could cut down the amount of time on the MITB and MVP/Benjamin matches to accomodate. All in all, I have to say that if the WWE booked this, I'd certainly buy it and it may even crack the top 5 all-time WM's. Let me know what you think.

Austin can't wrestle anymore so he's not going to and if he was he would face Hogan not Jericho. Jericho will face either Rourke or Hogan.
and also Matt and Jeff wouldn't be a TLC or ladder match because a title needs to be on the line for that to work. I personally think a steel cage match would work best for Matt and Jeff because that way they'd have something to jump off of, but we'll see.
the two most definte matches are Taker vs. HBK and HHH vs. Orton.

I know pretty much all the previous TLC matches have had something on the line in them, but it's possible. Realistically, you're right about Austin probably not competing. I think it's just somewhat of a dream scenario after I saw the announcement that he was going to be on RAW next week and the speculation on other wrestling websites.

y'know after watching ECW I think I know what they're gonna do at Mania. With Finlay teasing miscommunication with Christian I think next week Finlay's gonna turn heel and cost Christian the ECW title leading to a triple threat at Mania with Christian winning.

I've been a big supporter of having an HBK / Undertaker match, but thinking about it now some unexpected alternatives would be interesting. For instance, adding JBL to the mix. In a triple threat would the streak still be considered as being intact if Taker didn't win the match but also didn't lose either? Although I suppose that outcome is unlikely. And coming out of left field how about...
Cena vs Undertaker HBK vs Edge or... Edge vs Christian as the perfect complement match to Matt vs. Jeff
All pretty unlikely, but makes for intriguing speculation.

imagine it though, Jericho arrives on the grandest stage of them all with the prosect of a mystery challenger defending the honour of all past glories, launching into this diatribe of how this is a mere formality and he will prove that these pestering maggots should remain chowing down on the remains of their career out of the spotlight and in their own soils in which they made. All the whilst the crowd screams Austin from the peak of their collective lungs at such a pace the turnbuckles begin to give.
Jericho twists around to the screen and implores his opponent to come on out but his mike is cut and flickers of white flashes flicker throughout the arena, a stray reverb riff plays in an increasing tone as the light gains and gains, the drum crashes and so it comes:
"If you smell....what the rock......... is cooking"
The white light gains into one upon the stage and upon the stage he stands

So basically, its lining up to be:
Money In The Bank Ladder Match Jack Swagger (c) vs. Christian vs. Finlay Matt Hardy vs. Jeff Hardy Edge (c) vs. John Cena Undertaker vs. Shawn Michaels Triple H (c) vs. Randy Orton
Looking pretty sweet in my opinion. HBK/Taker should go a good 20-25 minutes, same goes for Orton/HHH.
