I ask this question with love and a recollection spotted with forced repression.
But from what I do remember of it, I was bored to tears of the Holly/Rhodes World Tag Title reign in the pretty shoddy Raw tag division of late 2007.
I remember that despite the "Wow! A Rookie and a Veteran coexisting!" and the several backstage segments that revealed Holly didn't know what MySpace was...the combination just did not work for me at all.
It also didn't help that I constantly forgot they were tag champs during their entire reign.
So, is there any other set of tag champions (World Tag OR WWE Tag) that were even worse than these guys?
..And for the record, I even thought the Bashams were better than this pairing.

If you think that's bad, remember that Hawkins/Ryder were tag champs for a while.

I think the Major Brothers were worse, since they you know.... never defended their titles

I'll second Hawkins/Ryder. They won it off a much more superior team for no reason whatsoever. The proceeded to do absolutely nothing while holding the belts.
Though that's not to say Holly and Rhodes were good by any stretch of the imagination.

The 1-2-3 kid and marty janetty, and the 1-2-3 and bob holly. I think those title reigns were like 1 day or 1 week long.

Holly and Rhodes also managed to pull together...and completely ignore each other in the Royal Rumble. Neither helped the other and even the announcers called them on it.

I think a case could easily be made for Deuce 'n Domino. Cody at least benefitted from his run with Holly.

Held the titles for a very long time but never really did anything of note nor did the fans care and both got released. Most likely neither will ever return to WWE due to their attitudes and I would think most fans forgot about them entirely. At least Zack Ryder is getting a singles push now.

I don't think either really amounted to anything after the run. London has his SAG card and is an actor now; Kendrick is still doing indies. I'll eat my words if he gets a successful TNA run, but X-Div success doesn't always lead to greater things, and I think that's where he'd have to start out.

I agree with the verifiably fraudulent sharp object above me that Cody was certainly helped out by the teaming with Holly.
Deuce 'n' Domino were pretty bad. The Major Brothers were poorly booked, but at least it eventually allowed us to get Woo Woo Woo Clap It Up Bro! 1-2-3 Kid and Bob Holly were a 1-day reign. Men on a Mission held the title for 2 days in a feud with the Quebecers. The Godwinns had two reigns of 2 and 7 days, respectively. Rico and Rikishi Road Warrior Animal and German Serial Man-Rapist simply because it bastardizes the name LoD. CM Punk and Kofi Kingston was a colossal waste of time recently.
But I think the big winner is William Regal and Eugene. Seriously, you can't tell me that booking a (using the term as a pejorative only in the fake wrestler character sense) Retard as a champion can be in any way a positive. Let alone that they feuded with Sylvan and the Con-man, and they lost them at a live event when an injured Eugene was replaced by Coach. Oh - and they won them in a match also involving the team of Tajiri and Rhyno. Say wha?

They could have done something good with that team but it amounted to nothing.
