I always found Jefferson to be more entertaining. Steve was sort of a bore.

Steve was the only character that really was in competition with Bud for best character on the show. He did not really like Al, but spending time at the Bundy's created a buffer between him and Marci (who I truly despised as a character).

Jefferson. While he was present during the show's more low-brow period, it was nice to see Al get a running buddy who was still pretty much his polar opposite (a handsome male layabout just shy of a gigolo). In fact, it was brilliant in that Jefferson was very much the male version of Peg.

I preferred Steve. Someone else said it... he was the most normal person on the show.

I didn't get into Married With Children until the later seasons, but from what I've seen of Steve, I vote Jefferson.

Jefferson. Steve was more of a pusswad you really didn't want to deal with while Jefferson was a coniving bastard with a mysterious past who in the end screwed up just as much as any ordinary schmoe would.

Jefferson. I loved the one where Al finds out Jefferson was an assasin or a cia guy or something. Al tries to grill him on US presidential History with J answering everything right and Al only ever answering "James K. Polk" for every answer. The barbecue episode was awesome; Steve finds out that his mother in law's (who he hated) ashes were used for the grill, everyone else is throwing up, and, when he finds out about the ashes, Steve pauses, smiles, and keeps eating. Badass.
