re-runs of Seinfeld were the sitcom of the 00's
that show is still current and relevant even 11 years later

The Office (US) wins this hand down:
-Arrested Development -Entourage -Malcolm in the Middle -Two and a Half Men -30 Rock -That 70's Show -The Simpsons just maybe....

Friends didn't end until 2004 so I'd go with it as far as massive popularity and cultural impact. The show might not have been great, but everybody watched it.
If I were just choosing my personal favorite it would be Arrested Development all the way.

I gotta go with a tie between The Office, Big Bang Theory, and Malcolm in the Middle.
All were great and very innovative. I didn't put How I Met Your Mother because I've never watched it but I have heard great things about it.
