Like Doom said, it should, but won't. They'll probably only allow one sci-fi drama in, and odds are, it'll be Avatar being picked over District 9 for several reasons:
1) The Oscars tend to pick movies released near the end of the year over those released earlier. 2) The Oscars LOVE James Cameron, and remember, there is a lot of politics involved with the Oscars, and they'd probably go with the safer bet, and between the two, Avatar is the safer bet.

If Avatar is Getting Nominated, no reason it shouldn't. Its been a really weak year.
Hell to fill in the gap, Hangover might make it to the 10.

I know the Academy won't nominate such a powerful and rogue movie such as District 9 for Best Picture, but I see that it will probably be nominated for most of the technical awards, going up against Star Trek and Avatar.

Should it? Yes. Will it? No. (considering Avatar has substantial critical momentum behind it for a sci-fi and I doubt the Academy will pick TWO edgy movies if Basterds gets the nom over Nine, as I suspect it will). Note: this is NOT an insult to District 9's quality, just a nod to how uncoventional it would be for an Academy pick.

If Blazing Saddles never got a nom, what chance does Hangover have? Because there's 10 movies up this year. Plus Blazing Saddles, while funny, isn't the kind of funny that gets respect. But I doubt The Hangover gets a nod. I think it could. I mean, 10 films is a lot and there's no reason they only take one sci-fi movie. Avitar may be a lock, but I don't see how that necessarily precludes District 9. Plus remember, Peter Jackson's name is attached to it, and he carries a fair deal of weight with the Academy as well.

To do that, at least one film that was initially positioned for the race will have to fall by the wayside. My bet if your theory happens will be that the Academy "switches horses" from Invictus to District 9. Basterds is pretty much a lock. Weinstein ALWAYS gets a movie into contention, and Basterds has alot more power behind it than Nine by now.

Isn't it a bit redundant to have "avatar" nominated when "Dances With Wolves" has already won so many Oscars ;D

Terrific smart, compelling entertainment. Totally deserving of a nomination. At least.
But since the Oscars are historically allergic to science fiction, despite that genre is what funds those voters' salaries these days...it won't.
I mean if the also-smart-and-gripping Children of Men couldn't score a nom outside of the technicals...why would District 9 without a star cast?

The amazing thing is that this is more entertaining than Avatar the feature film.

Hell, if Children of Men had the District 9 marketing behind it...easily 100 mil.

I honestly think it could get nominated simply because of the fact that bumped the number of nominees up to 10. But, I wouldn't be shocked if it didn't.

Given the kind of year it's been in film, it'd probably be best not to do a Best Picture category this year.

This is going to be an interesting year because you can easily tell which films are the best, but they all are the types of films that the Academy looks down on.
* District 9 * Up * The Hangover * Inglorious Basterds
