I know there was another player who was the about the size of Spud Webb and who played around the same time as Webb did. I think he played for the Mavericks or the Bucks. Does anyone know who I'm talking about? I can't for the life me think of his name.

Are you thinking of Muggsy Bogues?
He didn't play for the Mavs (traded to them but never played a game) or Bucks, but he played in the NBA the same time as Spud Webb. And he's the shortest NBA Player ever.

Its too bad we'll probably never have a place for people like Webb or Bogues in today's NBA. They were my #3 most favorite Non-Super Sonics in the 90's(behind MJ and Scottie Pippen, of course)
