Sometimes a midcarder is a midcarder. Not a guy being built up to be a future star. Nor a guy being buried to keep the established main eventers looking dominant. Just a midcarder. Right. If Owen Hart, Mr. Perfect, Ted DiBiase and Scott Hall (one of these is not like the others...) never won a world title, I really don't care if Dolph freaking Ziggler ever wins a belt. I like watching him wrestle, but I don't care about his push.

Get the man a time machine. Maybe the Epoch? Comes with the benefit of Ziggler being able to fly. Maybe he can ask Dalton for tips on how to achieve victory after losing so many times beforehand?

Their mistake was not putting it on him when Rey got suspended. They sort of killed his momentum by putting the title on John Morrison, because Morrison is really their number one star they seem to be trying to establish on SmackDown and they don't want him losing much. Ziggler basically seems dead in the water at this point, which is a shame. They should have elevated Morrison to the main event and put the IC Title on Ziggler. Moving him to ECW could actually be a pretty good idea.
I would also like to see him do a Morrison-esque name and gimmick change to Nick Nemeth and have a gimmick that plays up his amateur wrestling background. The Ziggler "gimmick," whatever it is (wearing zebra stripes and losing to Morrison, as far as I can tell) makes no sense and really accentuates how he's basically become a JTTS.
He's not a bad talker and seems pretty confident in front of the camera, he's pretty good in the ring, and he's young with a future. A change of scenery could be just what he needs to help build him up.

SD is so heel heavy it leaves little room for Ziggler to have any upward mobility.
Besides Morrison, Mysterio and Taker there are no credible faces and apparently Rey is injured again. That leaves Ziggler nothing, he can either beat on JTTS like Finlay and R Truth or job since the two credible faces cant lose very much.
They need to start elevating some faces on SD. Its strange since in the summer SD was firing on all cylinders but ever since Taker returned everything has seemed to lack any direction on the show.
1. Punk gets built up for big things, gets jobbed out to Taker and thrown in random storylines that scream "Punk needs time but he has nothing to do so uhhh...heres something." Quite underwhelming and different from the beginning of the summer where he was moving forward with intriguing character development and a great feud.
2. Rey gets Wellnessed in the middle of a great feud with Ziggler with the logical conclusion of dropping the belt to him...so Morrison inexplicably gets the belt. Since Morrison has been being built up since May he cant job right away. This made little sense and seemed like a last minute panic decision with the writers booking themselves into a corner, a symptom of all WWE but it was very evident here.
3. Morrison seemed being built for big things, either going toe to toe with main eventers or pinning them outright. The IC belt seems almost beneath him even with the way it was built back up by Jericho. Morrisons SD position should be analogous to Kofi Kingstons current position on RAW. He should be feuding with Batista or something, not wrestling guys on the level of Ziggler or Drew McIntyre. Now he just seems like "that guy with the IC title" and isn't going anywhere. He needed a breakout feud a lot more than a belt.
So really, most guys on SD that arent Batista or Taker are in similar "what do we do with them now" positions.

Unless they're doing the MVP test, job him out to make sure he really wants it.

I wouldn't do anything with him, really. Lower midcard is where he belongs at the moment, and I've not seen too much to suggest he'll ever get beyond that.
Morrison needs a bigger, better feud than this if he wants to get himself heading towards the main event.
