Wrath of Khan followed by Undiscovered Country. Voyage Home is solid, but VI has a really solid story with the Klingons, and the interplay between the various characters is top notch.
I too have to say Search for Spock isn't too bad. Lloyd does a great job as Kruge, and Kirk and company as the renegade crew stealing the enterprise is a fun dynamic.

The Undiscovered Country for me. I really love the first act when they are on Rura Penthe.

I had to go with Insurrection. What I've always loved about Star Trek over most science fiction is their socially conscious storylines. That movie, when I saw it in theaters, blew me away.
Only bad part was Data and his silly "Lock and load!" line. Otherwise, Picard with moral quandaries? Excellent. Overall moral quandaries about loyalty to orders vs. loyalty to principles? AWESOME.
For whatever reason, it never gets much love, though.
