Hear me out....the opening cut scene could be the protagonist being arrested for his crime...maybe sitting on some stolen merchandise or something. He gets put in prison for a 7-10 year bid and doesn't rat on the mob/gang boss who had him commit the crime...and instead of paying him back for his loyalty they abandon him (setting up a later in the game dynamic.
A series of missions can show him going in without protection from any group..getting in trouble with a prison faction (the aryan brotherhood maybe) and it's either get the f*** out or eventually get shanked in the shower.
A second series can show him preparing for the break...getting things in place..maybe recruiting friends among the inmates....and when it comes time to break the player gets a choice.
1. He can take the easier way by stealing/making a weapon and having him and his boys kill guards etc....which would be easier for the player but make it where he has extra heat on him for the rest of the game...say an extra star when he commits a crime or something.
or
2. Do it by stealth and trickery....hurt no one. it'd be harder to do but the player would be less sought after and therefore get less heat with the cops.
At that point you already have four sub plots you can work with...staying away from the law who wants to bring you back, getting revenge on the mob boss who abandoned you, protect yourself from the prison gang still hunting you, and trying to make a like and career for yourself in the criminal underworld.
So, is it a good idea or have I been watching too much OZ?

We kinda got that in GTA III a little bit(the protag and 8-Ball are broken out on their way to jail/prison). But that was pretty much all cinematic, so it maybe shouldn't count.

I would much rather see a straight up sandbox style prison game where the entire thing takes place in prison, and you could pretty much set your own goals. Possible choices could be proving your innocence, Setting up your own cartel on the inside, or even just trying to survive and serve out your term. Just think about how cool an online multilayer game based in prison would be.

As a guard you could choose to be corrupt as all get out, doing hits for the prisoners, and smuggling drugs stuff like that. Or you could be a good guy and try to help rehabilitate prisoners, take down the gangs and other things.

Yeah, Saint's Row 2 sort of already did that. No it didn´t. They just broke out of prison while killing some prisoners on ridiculous level. I think the OP wants a storyline in the prison and LATER you get out. Like 15 missions later or something like that.

I think the OP wants a storyline in the prison and LATER you get out. Like 15 missions later or something like that. Yeah, a few quest chains. One telling how he gets in trouble and needs to get out..and another planning the escape and then breaking out. The main thing to me would be the player choice on how to do so..and the consequences that would come later.

Yeah, Saint's Row 2 sort of already did that. And it was fun in an over the top kind of way. One of the first missions you run and gun through a courtroom, and even judges are trying to shoot you.

Obviously the set up would have to be more like the Emerald City in OZ rather then a real federal pound me in the ass prison.

I think GTA in prison is a pretty cool concept. Try to get some contacts on the inside, play a "don't drop the soap" mini-game and avoid being stabbed by White Power Bill. Of course, you couldn't base a whole game on that but a few missions and being able to sneak around through a prison would be pretty sweet.

I think you could set up a decent sand-box game based around prison, starting with getting in there and ending with one of several different scenarios (escape, parole, serving your term, getting offed, offing yourself).
As long as you dont' try to make it realistic, more along the line of "Let's Go to Prison," it could be pretty interesting.
