In the newest Mario & Luigi game, he speaks in Italian. At least, I assume it's Italian, it could just be gibberish...
So my guess is that he's one of those lazy foreign types that only picks up a few basic words of English.
If you want to talk about vocabularies though, what the hell is up with that Link guy?

Toon Link talks at least. In Wind Waker he at various points says, "Hey!", "Meow," and, "Come on!"

He's not hitting the blocks with his head. His arm is clearly extended above his head to punch the blocks. I guess that would explain why he prefers to jump on enemies rather than simply pummel them.

Mario is a man of few words. He lets his fireballs, cape, raccoon tail, tanooki suit, hammers, and invisiblity star do the talking for him. What are you expecting, a poetic monologue from Mario? He breaks stuff, blasts stuff, and saves the princess repeatedly from a giant lizard. The less he says about the situation, the better.

Interestingly, when Mario Galaxy came out, Charles Martinet's recording came out, and had a regular mini-speech in Mario voice.

Early games couldn't do speech and they didn't really need it. Things like the Mario cartoons and the movie may have put Nintendo off any extended speech in later games. Additionally, the games have simple enough plots that a lot of dialogue isn't needed and Mario's little "Wooo-Hooo!" and "Mama Mia!"s speak enough.
