I think it's actually a valid question. Anyway, the Stone Cold Stunner actually was first used against Savio Vega in a King of the Ring quarter finals match. It's just basically announced by the announcer as this person's new finishing move. It's usually when a wrestler goes up to one of the commentators and tells them the name of a particular move that they're going to use the finish for (the best example is when Jerry Lawler talked on Off The Record about how D'Lo Brown wanted to have his finishing move be called the Black Out).

Usually a finisher is introduced by the announcers talking about how unique and death-inducing it is. In indies workers are often put over as the single greatest genius experts on using their finisher if it is old school and doesn't have a technical name.
