I was inspired to create this thread as I just finished my runthrough of Rich Man, Poor Man and William Smith kicked some serious ass as Falconetti.

I was just thinking of one from a Pixar film today:
Hopper from A Bug's Life. The dude was a cold, calculating, overbearing tyrant of a bug, who basically enslaved an "inferior" race so that he and his compatriots could live in decadence. What's more, he is genuinely intimidating, and not above threatening and intimidation. He can also be a sarcastic and mocking personality, and is as entertaining to watch as he is hate-able.
Finally, his wings sound like a motorcycle. That's cool.

Also, Kuja, but FFIX's underrated in general.

Timmy Kirk from Oz. He was a background character until season four and from then on he was such an evil douchey little psychopath. He was awesome.

Timmy Kirk went from being an unassuming background character to one of the most evil men in the prison (no easy feat). In fact, now that I'm recalling his role in the series, I remember that I hated him about as much as Schillinger, if not more. Good job, Oz.

Dimitri the Iguana from the second Sly Cooper game. A chain-smoking, greasy, malapropism-wielding criminal who uses his prestigious nightclub as a front for his drug ring. Between the club music, location and being a constant Greek stereotype, he's a not-so-subtle homage to the Parisian DJ of the same name. A wonderfully complex character by design...and he's the throwaway first boss.

Before you come face-to-face with him, you hear and see that he's... -Tried to kill Atrus, his own son, while he and Catherine were trapping him on Riven to prevent him from conquering any other ages -An emotionally abusive absentee father who only spent any time with Atrus as a child when it suited his own needs, and constantly wrote him off as a dissapointment -Imprisoned Catherine (Atrus's wife who is also trapped on Riven) for trying to help the inhabitants of Riven fight him off -Operating under the mistaken belief that writing links to ages makes him the creator of those ages, giving him delusions of grandeur and a fierce God complex -Coped with his imprisonment on Riven by enslaving the inhabitants, ruling with an iron fist, and making them worship him like a god -Working feverishly to write a way off of Riven before it collapses in order to save his own skin, with every intention of leaving the inhabitants behind to die After hearing from Atrus such things and finding evidence throughout Riven that he's being worshipped like a brutal cult leader who executes people on a whim, what happens when you actually meet this despicable guy in person? Yes sir, Mister Gehn. I believe you. You're not a bad guy, just misunderstood. I'm at your every command.

Count Dooku and Darth Maul didn't get to shine as much as they could have in the prequels, Maul especially.
Two Face has never gotten a break. He can be pretty damn amazing.
