My favorite IC Champion in the 00's was Chris Jericho, his matches in 2000-2001-2004- were amazing and classics and his 2009 bout's with Rey Mysterio were golden, very good stuff..so Y2J gets my vote

Jericho gets my vote for his reigns combined.
However, my one favorite reign with the IC title from the past 10 years would be Randy Orton's in 2003-2004.

Randy Orton really brought some prestige back to it. At the time, he was exactly what the IC title was always supposed to be about.

I enjoyed Orton's IC title run the most. He really turned into a star during that time.

Randy Orton's Intercontinental title reign is pretty much the only one of the last ten years I've at all cared about. Which says a lot, really, since I don't even like him - it was just booked very well, other than the poor decision to have him drop it to Edge at his worst.
Granted, even then can kinda get the logic of trying to set up Edge as a potential challenger once Orton won the World title, but in that case they should've capitalized on how much the crowd hated him and turned him during the process of the Orton feud instead of a few months later after Orton had already lost the gold in an unrelated storyline.

Either way, I chose Orton, for the reasons mentioned above.

Santino might be in the running for worst IC champion of all time as the belt never recovered from being around him with his half a star classic title defenses against the likes of Snitsky and Deuce. And the only record he broke was Honky Tonk Man's record of losing it in fastest time.
As for best of the decade it would have to be either Jericho or Benoit.
