Tyler Black
The current ROH Champion has shown he could be good on the mic and awesome in the ring and has a really good style that could work in WWE. Plus he has been on TV on the national level on WSX tagging with Jimmy Jacobs.
now the last two are a tag team and that is....
The Briscoe Brothers! Jay and Mark Briscoe have wrestled all over and many say they are the best tag team of the later 2000's and have held a multitude with the belts. They would fit in perfectly in WWE they would be a mix of the Hardys and the Dudleys and would be over huge in WWE but those are my picks.

Brodie Lee and The American Wolves. You say you want tag team wrestling, why not bring in two of the best in the world? And I need Brodie on my TV somewhere.

Wow, I'm the first to say Quackenbush? Given this is pure fantasy and it wouldn't ruin Chikara, I think he'd be great in WWE.
So yeah, number one pick for me is Quack. Second pick would be Eddie Kingston. Let him be a psycho. Not Orton psycho...more like Pillman or Heel Austin. Third...I want to say Claudio, but I don't know what kind of gimmick they'd give him. Indy fans seem to like him because he's just really good and, well, "HEEEY!," but I wonder if that would work in the WWE. Maybe if they brought back the Swiss Banker stuff.

1. Jimmy Jacobs -Small, but an incredible worker. Also, someone who can be culturally relevant, and has a good sense with that (similar to the Miz). His size is his only downfall, but everything else is perfect.
2. Chris Hero -That Young Knockout Kid has gotten himself in incredible shape, and looks to be on top of his game. A potential main eventer if given the opportunity.
3. Amazing Kong -The perfect bodyguard for Vickie Guerrero, and a great monster to put against the women.

I'll say...
Kevin Steen Claudio Castagnoli Death Ray
I think it would be fun to do this the other way around too. What WWE guy do you wanna see back in ROH/Indy-of-your-choice?

MsChif, Nicole Matthews, and Sara Del Rey.
superstar-wise, i'd say Austin Aries, Castignoli, and (left feild shot here) Necro Butcher.

Claudio - Perfect look for the E. Has a great heavyweight move set along with some vicious Euro Uppercuts. He can also work well with the small guys so instead of just a simple squash he can get them over just as much as they get him over.
Chuck Taylor: While i realize he would be vastly misused if they just got half of it right he'd be over, and even if he didn't get over, it'd still be fun to watch.
Chris Hero - Because he concusses with his kicks and KO's with his elbows. Nuff said. Also everyone needs a Hero.
Honorable Mention: Vin Gerard - He'd make the perfect villain for Mysterio.
I don't watch a lot of ROH anymore (strictly Chikara) but Tyler Black and Kenny King would fit nicely in the mid card.

Chris Hero Kenny Omega Chuck Taylor
Honorable Mention to Claudio Jimmy Jacobs (with a entourage of bodyguards he could work)
Kenny Omega and Chris Hero could easily floursih in the E, Chuck Taylor could do great if they just let him be himself

If I'm also allowed to book the Divas Division as I see fit, Amazing Kong, Cheerleader Melissa and Sara Del Rey. Just because.
But more realistically... 1. Chris Hero 2. Claudio Castagnoli 3. Prince Nana as a manager of whomever needs a mouthpiece, fat boy.
