So, has the damn thing ever been used in a non-sarcastic, non-snarky fashion? Or is the sole purpose for its existence to communicate sarcastic derision?

Mainly yeah, like in another thread I was talking about how commercial the phrase "rock-star" has become and I used the eye roll emoticon as a snarky way of disgust mainly.

Sometimes snarky but other times to mean like "hear we go again" or something like that.

It sometimes isn't used in a condescending way, but most of the time it is meant negatively. (see board, TNA)
