I'm talking about a segment or a stroyline that looked like it would lead to something big for those involved, but ended up leading to nothing.
What always comes to mind for me is Mark Jindrak and Garrison Cade attacking Randy Orton and stealing Triple H's $100,000 that he was offering as the bounty to take out Goldberg. Cade and Jindrak were basically just a Heat tag team around that time, but I liked the team and was hoping they would get a push. That looked like it was on the horizon with that segment.
Instead, I'm pretty sure it led to them getting their asses handed to them by Triple H (imagine that) and going back to Heat and the lower card of Raw. Anyway, let's hear some of yours, and here's the segment I'm talking about...

Miz/MVP
Remember that awesome promo The Miz cut a while back? Then MVP came out and gave another awesome promo? Yeah MVP was beat cleanly twice I think and it just sort of ended.

MVP and Swagger wrestled to a double countout or a draw of somekind about a year ago...that was about the only time I was interested in either of them. They both gave solid promos on each other. I believe they had one or two matches a couple weeks later and never got the chance to build up anything solid enough for a PPV match...shame, would've been good based on how they started.

My memory is very, very fuzzy on this but I seem to recall a few weeks around 2002-2003 where backstage cameras ala GTV were picking stuff up backstage. The only solid memory I have is Trish Stratus getting changed (Giggidy) and telling someone on her mobile that she loved them. I think Eric Bischoff may have been behind them but I can't remember if the cameras had any follow up.

Not necessarily a favourite angle, but Jeff Jarrett and Doink feuded for four months in 1994, they cost each other matches, Jarrett tried to kidnap Dink, Doink turned on Dink, only for it to be revealed as Jarrett under the paint & mask, and what happened?
They had a series of matches on house shows, but never ever faced each other on TV, not even in a tag match, the build up seemed to be for Summerslam, but even though they were still feuding in August, Jarrett had a match against Mabel instead (that had no build whatsoever, even though it was announced weeks before the match, and no follow up, despite Jarrett cheating to win). It wasn't as if Doink wasn injured - they faced each other the weekend of the PPV on house shows - it was probably the last time the WWF did a TV feud that promoted house show only matches.

I would say when Regal won the King of the Ring and became GM of RAW. It had so much potental, only to be hankered by his suspension.
Also, probably the Kennedy's MITB countdown angle.
