Alistair Sim is my personal favorite. But Michael Caine and Patrick Stewart are right up there with the best.

George C. Scott. As someone said, he was able to make Scrooge seem like a real person while still being the utterly loathsome cold-hearted prick you expect.

alastair sim. one of the tv stations would play that two or thre straight times on christmas day when i was little, so i remember his performance well.

George C. Scott.
I grew up with his version, so I'm biased. I've since learned it wasn't very well received at the time, which I think is a shame as it's definitely one of the better versions. Not just in Scott's portrayal, but in the entirety of the film. Just really well done.
Plus, Scott had some truly awesome moments, most especially whenever he yelled, "Mr. ... CRATCHETT!!!"
And, of course:
DONATION COLLECTORS: Mr. Scrooge, I presume?
SCROOGE: Indeed you do, sir!
DONATION COLLECTORS: You don't know us.
SCROOGE: Nor do I wish to!

Michael Caine was good, but Scrooge McDuck was my introduction to the character, so he gets my vote.
Caine is a close second, though.
