Joker is obviously #1. Catwoman as a close 2nd.
I also like Hush and Scarecrow.

The Riddler has always been my favorite Batman character for as long as I can remember. He's probably in my top 10 favorite characters in general, never mind just Batman.
From there it goes:
2. Harley Quinn (I like crazy girls... Also dat voice) 3. Ventriloquist (The original one more then the newer female one. She's alright, but the original and Scarface have better chemistry as a team.) 4. Joker (It's the Joker) 5. Scarecrow (I didn't care about him for years. Then Begins happened, followed by Arkham Asylum and looking back at him, I realised he's actually a pretty cool villain) 6. Zsasz (Possibly the scariest villain IMO for a simple reason. Out of all of them, he's the closest to what could be a real life killer. He has no crazy identity like the rest of them. He just kills with no rhyme or reason, just because it gives him a thrill. I believe there's a quote from Batman himself where he says that Zsasz is the villain he fears the most, because basically he's as unpredictable as the Joker but with the seriousness turned up to 11.)

1. Harley Quinn ("Aw, c'mon, Puddin' -- don'tcha wanna rev up ya Harley? Vroom! Vroom!")
2. The Joker ("You can't win anyway... You see, I hold the winning card!")
3. The Riddler ("Life's full of questions, isn't it, Batman? Though, naturally, I prefer to think of them as riddles.")
4. Two-Face ("Can a man live two lives?")
5. Scarecrow ("There is nothing to fear but Fear itself!")
6. Killer Croc ("Tick, tock, feed the croc.")

Joker, Scarecrow, 2 Face, Riddler, Catwoman, Harley Quinn I couldn't bring myself to vote for any of the villians who were in Batman and Robin seeing as movies/cartoons are mainly how I see the characters as I never got into comics Sums up what I hate most about that movie right there. Ivy, Freeze, and Bae are all great characters under the right pen, and this movie made them all look like jokes.

This guy Agreed. Ever since the 1940's you can (almost) always guarantee the Joker will produce a memorable story. BTW, about your sig, KA? They already cast Emma to be Gwen Stacy in the new Spidey movie. Yes, once again in Hollywood's infinite wisdom, they cast the redhead as the blonde! And I thought WWE's writers were stupid!

1. Joker: Believe it or not, I used to HATE this character! I never understood why a god of everything, like Batman was struggling with some drippy clown so much. Then I saw Batman '89...then I saw Mark Hamil's Joker...and if that didn't concrete it enough, I played Arkham Asylum. Needless to say, my opinion is COMPLETELY different!
2. Riddler: I always liked the Frank Gorshin costume for the character...and there was another version of that costume that had purple boots that I liked as well. He kinda looked like an evil anti-super hero to me with that costume and mask. Then B:TAS put him in that really snazzy suit...and I really liked that character then...even if he only appeared in like 4 episodes!
3. The Penguin: Of course, Burgess Merideth's version was the first I ever saw, and I always thought he was pretty funny and cool. Later, I read a SAD tale about the Penguin's modern origin...how he was picked on for being fat and how his mom made him carry an umbrella all the time because his dad died of some rare sun-related disease. That was one of the few comic stories to physically make me cry. I'll always hold a soft spot in my heart for Penguin. I never cared for the "monster" version of Danny Devito though. The actor did a fine job portraying him, but he really shouldn't have looked like that.
4. Bane: When I saw this dude snap Batman's spine like a twig, I immediately became afraid of him. He kinda looked like a super hero, although much darker and more sinister. I always liked that Bane was supposed to be like Ra's Al Ghul...physically AND mentally a match for Batman. Sadly he doesn't get portrayed this way very often.
5. Harley Quinn: Actually I didn't really care about this character one way or another. She was alright, but I liked other Batman villains better. Once again, Arkham Asylum put her over for me and she's been in my top five ever since.

In no particular order:
-Bane (Brains and Brawn is always good) -Clayface (How does Batman manage to beat him so much?) -Mr. Freeze (Even the Arnie version was cool) -Poison Ivy (Is there a supervillain hotter than she?) -Two-Face (I don't even know why, I just like him)

Just found this now after playing arkham asylum.
It was kinda hard just picking 6 but in the end I chose joker, harley quinn, catwoman, two-face, poison ivy, and scarecrow (I had also considered riddler, penguin, and bane).

I'd heard of KGBeast before, but never bothered to look up a picture or bio of the character. I was expecting something less...kinky.

Joker (because as others have said...it's THE JOKER) Riddler (Always thought he was awesome with his mind games, and Jim Carrey goofiness aside, I thought the riddles in Batman Forever weren't too bad either) Two-Face (A walking philosophy on the duality of man...whoa, comics going deep)
Catwoman, Harley, Ivy (because my boys need bitches)

Rha's al Ghul is an awesome villain with alot of depth but the Joker is the best comic book foil Batman could possibily have drawn to face off
