This is obviously a message about creativity/fantasy/imagination.
Reptar represents the childish nature of that set of ideas. Something awe-inspiring and unfathomable. The type of things we experienced moreso as children and less as adults.
The Joker also covers those in the adult sense, hence the Heath Ledger version. A character that was held to insanely high standards by not only fanboys but even casual fans. Heath (and the writers) managed not simply to tap into the character, but to bring it to life in a way that delivered in spades and left practically everyone with a smile and nod of approval.
Furthermore, it manages to more subtly show man's mortality. From our earliest memories of childhood, we don't know how much time we have. Even so, we all have a chance to live on long past our brief existance of flesh and bone to that of legend.
And, of course, the overall use of green by the artist was a bold and brilliant move. Green is the sign of envy, showing through their warm embrace that haters truly are going to hate. Moreso, green is represented in the United States as the primary color of money and this pic is straight cash, yo.
