Matter of fact, is Red Hulk (Rulk) still kicking around in the Marvel U?
He's up there on my personal list of "lame characters" too.

He really did. But then, Loeb dragged out the reveal of his identity to ridiculous lengths, on top of him being ridiculously overpowered(Punching out a Watcher, really? And the Thor's hammer thing?). The first couple of issues with Rulk as kind of a mysterious thing that might have just been a new form of the Hulk were pretty interesting. Then all the aforementioned stuff started to happen, and then She-Rulk was introduced, and it just all went into the shitter from there.

Superman isn't written as anymore unstoppable than Batman, who's a normal guy with no powers, yet for some reason its Supes who gets all the flack.
And Cable really is the worst major character in comics. A badass cyborg from the future with nebulous psychic powers and overly complicated backstory. He represents everything that was bad about the era he came from.

Cable...definately Cable. All I ever heard about this peon is "HE IS THE MOST POWERFUL MUTANT...NAY...MOST POWERFUL BEING EVERRRRRRRRRRRRR!!!" Really? What are his powers? "HE HAS A GLOWING EYYYYYYYYYYYYYYYE!" Ok...does it shoot lasers or have some sort of vision power or something? "NO, IT GLOOOOOOOOWS!" Uh, what else? "HE'S PART CYBORG...SORTA!!!!!!!!!!!!!!!!!!" There's about a thousand characters who can claim the same thing, and NONE of them are considered so godly, as Cable. What else can this doofus do? "HE HAS GUUUUUUUUUUUUUUUUUUUUUUUNS!!!!" So...he's a cybornetic Punisher with a glowing eye and grey hair? He's a pussy, the guy is totally lame, stop trying to shove him being "all powerful" down our throats, because he so obviously isn't. If he was, why struggle with a total clown like Apocalypse for so long? Give me a break! Cable has vast psychic powers. Liefeld was just a terrible writer and subsequent writers made Cable awesome. in terms of lame comic characters you were actually supposed to take seriously, I always thought that Shadowcat was lame. I wish she was still dead.

He's also susceptible to magic. And he's gotten into fist-fights with other superpowered people, and without the use of kryptonite, they still held their own. Yeah, Kryptonite is his biggest weakness, but its not like its the only thing that can hurt him. Yeah, that's true. But in the end, he ALWAYS makes whoever he's facing look ultra-weak, because they given him literally their BEST shots and he might get a bloody nose, but he just shrugs it off and DESTROYS them. Outside of Doomsday and maybe Darkseid, who in the DCU is a legit threat to Superman's life? How much magic (and how powerful, at that) does it take to do him in? Bizarro. Batman. John Stewart took Superman down with one shot. Parallax. The Spectre.

Cable and Deadpool from what I remember has him at full power. Indeed, at one point or another. Usually, Cable's powers are largely locked up preventing the spread of his virus, but I think he had been given some measure of Deadpool's healing factor allowing him to use his powers elsewhere.

It's about as awesome as it sounds. I'd like to think that is the scientific name for multiple Hitlers in a vicinity. "I tried to get to the mall today, but there has to be a village of Hitlers crowded around Spencer's Gifts."
