I was going to say Mayberry due to it being ridiculouly ideal, but that would be an easy answer. Since there was a Dinotopia mini-series, making it count as TV, I'll go with Waterfall City. This would be awesome, would be pretty noisy though.

I think I'd say Gotham city from the 1960's Batman series, provided of course the same characters were there.

The town from Parker Lewis Can't Lose. That place has everything a person could want - a classic diner, a throwback video store full of classic consoles, (potential) access to state of the art video editing equipment, and repairmen so talented that they can replace a plate glass window in seconds.
