I'm not surprised that Orton is considered a veteran after all the Randy Orton Locker Room Hero stories they had during 2007 and 2008

Well, Cena has been at it awhile, he started in what, 1998. Worked the indies for a few years, got seasoned in OVW, and came up in 2002.
Orton was trained directly in OVW in 2000 I do believe, and I don't think he worked anywhere else besides WWE and OVW.

Regal? Christian? Goldust? All 3 were winning WWF titles (and several of them) before Cena and Orton came along.

Well, Cena and Orton are more or less the cream of the first crop of the home-grown talent era. As that era has lasted quite a while, well, they're officially veterans. It helps that Cena is an excellent ring general and Orton's ring work is...um...respected by those in the industry, if not consistently solid as Cena's.
