1-2-3 Kid beating Razor Ramon, mainly because of Razor Ramon trying to goad Kid into a rematch for weeks afterward, even offering money("For $7,500, I'd have everyone in the Manhattan Center standing on their heads, naked!"). Eventually, Kid finally agreed when Razor offered $10,000, and the Kid took the money and ran off.
That led to another memorable 1-2-3 Kid upset, where he pinned Ted DiBiase with a roll-up while DiBiase was taunting Razor.
Also, Barry Horowitz pinning Skip, partly because of Sunny's reaction to the loss("YOU LOST TO BARRY HOROWITZ!!")

I remember watching RAW as a kid when Ramon vs 123 Kid was about to happen. My Dad said, "Well, we know who is going to win this one.." and walked out of the room. I couldn't wait to tell him what happened when he got back. Exactly. You had to be a fan at the time to understand how huge of a deal that ending really was. With the downfall of WWF/WWE's approach to running TV shows as a series of "name vs. jobber" squash matches to promote SNME and PPVs where seeing a "name vs name" match was a big event, we'll probably never see anything like that ever again.

Panda over Vince. And, prior to 123 Kid and Horroritz, I know I saw a jobber win a match or two, albiet never over someone that high on the card. IRS lost by countout once I think the jobber you mean was PJ Walker aka Aldo Montoya aka Justin Credible.
