Because Meltzer has said the long term plan is for Miz to be babyface. So, the guy who annoys everyone and who talks about how Awesome he is.....is gonna be a face? Eh, not like the crowd doesn't already love him.

The only possible upside to switching Miz and Del Rio would be the introduction of a new belt for the next WWE Champion.

I don't personally want Miz to move to Smackdown or think it's a good idea in the first place for many of the same reasons everyone else has pretty much said already, but if he did get switched over, at least it might help him develop his wrestling skills more. His in-ring abilities seem to be the biggest complaint most people have with the guy, so theoretically having him work in the more wrestling oriented show for a while and fueding with someone like Christian could potentially help him improve quite a bit.
Still don't really want him to move, even so. :/

It's not like the crowd doesn't love him, because they don't. We already saw what a face Miz was like and it didn't work. Don't bring up Mania either as Satan himself would have been cheered over Cena at that show.

Miz has been getting face pops for a while now. Even before the feud with Cena. I'm not exactly shocked by this, how many wrestlers could you say are cool? Cena's kiddie friendly and lame. Orton's a psycho. The Miz is a cool character.

If they turn Miz, it probably will be a success for a while. His catch phrase is catchy. Unlike 'HOORAH!' that made no sense, the 'I'm the Miz...and I'm AWWWWWWWWWWWWWESOME' thing is pretty much known by everyone in the attendance. His character really wouldn't need to do much to become a face. Pretty much send Riley away, have Miz stop his attacks on the audience, and he would be considered face.

Miz is a pretty mediocre champion and moving him to Smackdown isnt a bad move, as it's a B show and he's a B champion. I think thats fine. Besides on RAW he's just going to eventually drop the title to HHH, Cena or Orton down the line and then be fightinjg for the US title this time next year.
