Now I have never seen any of the movies he has directed, but is he really as bad as people say he is? Or is the hate and criticism for his movies a bit overblown?

Dungeon Siege: In the Name of the King is bad but that has some camp value.

His movie Rampage actually wasn't bad at all. I wouldn't say it's a classic, but for a mindless action flick, it was pretty good.

I think the real question is: Does HE[/I] know they are that bad?

House of the Dead is definitely a trainwreck, and his other movies don't look any good either. From clichés to bad acting, bad casting and luaghable special effects, all the movie mistakes you could think of are pretty much here.
I will say this though: he seems to be improving. Postal was shockingly fun to watch (and I mean, legitimately fun, not just so(bad-it's-good fun), mostly thanks to Dave Foley who steals the show as Uncle Dave, and many of his most vocal detractors changed their minds after seeing this movie and admitted he CAN make good movies.
But don't be fooled, that's just one good movie he's made so far. Every director, no matter how bad, has at least something going for them.

The rest of that movie was dire and boring.

There was something more to it than just Mindless Action Flick, and I liked it. I think in someone's hand's who wasn't Uwe Boll it would have been a lot better. Though I will say that his best stuff (Rampage, Postal) seems to have some sort of political/social commentary.

They are worse than what words can describe. They're not even fun to look at when you turn off your brain. I can't even laugh at them for being bad. How this man even first got trusted to film anything is beyond me.

For the most part, yes they're probably even worse than you'd imagine.
Final Storm (which was one of his most recent films) is the only one I've seen that's even watchable. It's basically like a half-way decent made for SyFy or Lifetime movie.

My experience with Boll is pretty limited, but what I have seen has been just awful.

Yes. 'Halfway decent' is still not a good film.
