I'm going with Los Buricous, however that name is spelled. Savio won that one captains match at a pay per view, then they were flunkeys for DX, and it was downhill after that.

DiBiase had a brief window where he should've turned face. A feud vs Orton (and by proxy, Cody) would've at least given him a chance, even if he ultimately lost. But somehow, as quick as he got somewhat over, he managed to lose every bit of that heat as Randy turned face against them because... he got sick of dragging them around and beating them up all the time? Oh, that's right, he hears "voices." Whatever. I also second the Million Dollar Corporation, featuring such luminaries as an over-the-hill King Kong Bundy, a never over Kama, Tatanka who rapidly lost the heat he had for turning on Luger, Bam Bam Bigelow (a man whose shining moment was main-eventing the worst Wrestlemania of all-time against a football player... and losing) and IRS, who was a good mid-carder but never did anything of note during this tenure. They did manage to have an extremely long, pointless feud with the Undertaker, effectively keeping him from doing anything important for over a year. So they'll always have that.

X-Pac was far more talented than Wade Barrett, and Albert and Justin Credible, underwhelming as they may be, trump the Corre's scrub lineup. Umm...no.

I have to go with New Nexus, JOB Squad or X Factor. I thought Right to Censor was not that bad as far as heels go. The only bad thing was that AWFUL entrance music. Right to Censor I think is a stable that if they did it now could bring in some major heat.

I think Lo-Down was much worse then X Factor... NO! NO! NO! NO! Lo-Down was the highlight of Sunday Night Heat back in the day. Also it wasn't really a stable. A tag team with a manager. I was gonna say The Union but as pointless as they were it was still made up of guys like Mick Foley and Shamrock who put on good matches and were over with the crowd. X-Factor however...

Instead of repeating ones already said, I'll throw out a new one:
The original Kaientai. They were just a bunch of generic Japanese guys with an annoying manager who looked so out of place with the WWE.
If it wasn't for the Val Venis choppy choppy the pee pee angle being so ridiculously over the top that it's amazing, they'd have done nothing of note.

JBL's Cabinet was awful. The Basham's. Orlando Jordan. Amy Weber. No one cared about any of them. They weren't entertaining. They didn't have good matches. It was just boring all round.
They were made to look even worse by the fact that on Raw at the same time Evolution was running wild and every single member was over like rover. The Cabinet looked like a little boys version of the real thing on the other show.
