I won't make a joke at your buddies expense but heres what he should do before running an event.
1. Learn the rules of the state. In my country we require just workers compensation insurance and thats it. I know some USA States go deeper then that though.
2. Spend time with an indy promoter who knows what he's doing. Ask for work experience from the promoter such as putting ring up, tearing it down and if he lets him, reffing, announcing anything to learn the business.
3. If he wants to run after that he should hire a very small building (Like a community hall, a high school gym etc)
4. If he is insistant on using names let him know that someone with even a small bit of fame is going to be 300+ just for him to appear not to mention the flight/accomodation. Someone on Greg Valentines level probably isnt coming in for under 400 dollars.
5. He should make sure he has insurance not only workers compensation but public liability.
6. He should make sure he has someone else there to take charge a 2nd in command that people respect. Promoter of the show can't take care of everything having someone to help will be good for him
7. He should make sure to advertise. No point in bringing a show to town with a name if you're not advertising properly.
8. Make sure the show runs and flows properly and the fans leave wanting to come back next time.
Your buddy seems to just be pipe dreaming this but even if he did have say 100 grand to run this people would take advantage of him. He needs that education of the business to be successful at this.
