By now, we have all seen the disappointing PPV buyrate for The Rock's PPV return at Survivor Series.
With that being said, he will still draw a big number at Wrestlemania 28, but that may be due to Wrestlemania itself.
But what if Stone Cold came back and decided to have his first and probably last match ever, could he still draw buys? The PPV model is sort of dead and broken, but could Steve Austin at least draw the WWE a decent buy-rate?
Would Wrestlemania 28 draw more if it was Stone Cold vs. John Cena?

I don't think so, Stone Cold's came back a bunch of times already so it's not as special as the Rock returning.
Granted Austin hasn't wrestled in forever but still, he's come back and done his schtick so often I think the impact would be lessened.

I don't think so. There's a certain mystique around Rock because he left wrestling entirely while still healthy and relatively young; Austin's been making annual guest appearances for years and his neck is in such bad shape that he'd have to avoid taking any major bumps.

Austin has always been a bigger draw than the Rock. On saying that I do believe that this upcoming Wrestlemania would have sold big with or without the Rock.

There's also a sort of antagonizing chemistry between the two that would not exist between Austin and Cena.

Punk/Austin would be the better match, but Rock/Cena would draw more.

I've said it before, but I think Punk/Austin (or Austin's return in general) could draw more if done right than Rock/Cena...if done AFTER Rock/Cena, as a conscious attempt to top their match. Because Rock/Cena will open the floodgates to viewers, and once they have their attention they'll hit them with the Stone Cold comeback. Kind of like a person's reaction being "Oh man The Rock is coming back...OH SHIT STONE COLD IS COMING BACK?!" It'll feel bigger in that context, almost like something big followed by something EVEN BIGGER. Just seeing Austin in that black leather vest and trunks one more time would be one of the greatest moments in wrestling history. The Rock may be more popular culturally, but Stone Cold will always be more loved by wrestling fans.

Austin just isn't very happy with today's wrestling climate. He has very tactfully expressed his opinion that the current crop of guys are just not up the to quality of what they were during the late 90s. He is approving of a handful of guys like Punk, but that's not going to be enough for him.
I think he will bide his time a bit. He's waiting for that next big boom period to come in. That's when he'll make his return against the top guy of the time. I think that boom period will not come out of the currently overly stylized, glam WWE. There needs be a bit more grit for a proper Austin comeback.
If he did come back I would expect him to appear more often than the Rock. He doesn't have a movie career that's holding him down. I'd expect a short WWE title run followed by putting the next generation over hugely at WM. And who knows? Perhaps a final match with The Rock himself at Summer Slam wouldn't be out of the question.

You'd hear no complaints from me. Return match/feud vs Punk at WM 29, test out the neck and if everything's good, wrestle here and there until a farewell match at WM 30 in MSG. If not, at least you still had the WM 29 comeback. Either way, and whether it does draw more than the Rock or not, it needs to happen. If anyone deserves to go out on his own terms, it's Austin. And I'm pretty sure that a lot of people would enjoy seeing it.

WWE have used Austin to the point where his appearances don't feel special anymore. Even though Rock has outstayed his welcome slightly, there's a desire to see him still.

No way. Like someone said already, he's come back a lot of times already. Plus his run as "GM/Sheriff" of Raw left such a bad taste in my mouth, I could literally do with seeing him once every 5 years. Thankfully, he's been a lot more sporadic in the last couple years.

Austin would be a bigger PPV draw than the Rock. I love them both, but I had no interest in ordering Survivor Series just to watch the Rock. If it was Austin, I would buy it right away.

Sure him wrestling at Survivor Series killed that mystique a little, but there's still a LOT more mainstream interest in Rock/Cena than Austin/Cena.
