When was the last time the WWE did anything special along those lines for a title change? The last things I remember off the top of my head are from the hazy 2006-2008 period where I didn't watch too much, but included Edge's obscene amount of pyro after winning the WHC and Bobby Lashley having pyro to close the show after winning the ECW belt at December 2 Dismember.
It doesn't have to be pyro. I remember TNA had a crapload of confetti coming down after RVD won the belt which made it seem like a really big deal, much bigger than it actually was.
I guess it's sort of a similar thing to game shows that had confetti or balloon drops after a big win, it makes anything seem like a much bigger deal. Though as you could argue that you only ever saw that on game shows in which the top prize was rarely won, having more frequent title changes eliminates the ability to make things impressive with pyro and such.
If the big belts changed maybe two or three times a year tops you could make it work, but with it changing as often as it does (and I don't mind frequent changes, for what it's worth) even I can't see an excuse to have ballyhoo after each and every win.

JBL comes to mind for a Raw. I think he means times when there was a big celebration right after somebody won the title, as in, while they're still in the ring celebrating. Not the night after or something like that. I know he didn't get pyro or confetti or anything, but I still firmly remember Mick Foley being hoisted in the air by DX after winning his first title on RAW. It really made it seem like a big deal.

JBL comes to mind for a Raw. I loved JBL's over the top celebrations. Really put him over as a "everything's bigger in Texas" rich jerk of a heel! I remember when The New England Patriots won Super Bowl XXXVI with the last play being the game winning field goal and then it seemed like the confetti fell almost instantaneously after that play (then again I'm sure this has been warped by 10 years of seeing more highlight packages of the game than the actual game itself) and I always had the thought "What if The Pats had a holding call against them as the ball went through the uprights but the guy in charge of confetti jumped the gun and released the confetti before hearing about the penalty?" which made me laugh at the thought of the field having to cleaned up to replay the down and just how anticlimatic of a finish it would be for the year's biggest sporting event. Here's how this applies to WWE, some year at Wrestlemania I want to see a WWE title/WHC match in which the babyface challenger pins the heel champion but because the heels foot was on the bottom rope or the 3 count was actually more 2 and 9/10 before kicking out the champ hasn't lost yet. However the pyro/confetti guy jumps the gun and this glorious celebration takes place. Only for the face to be informed that his celebration is premature and then gets sneak attacked and pinned by the heel, who then mockingly drops some of the fallen confetti on top of his defeated challenger!

I remember a HUGE celebration after Lex Luger beat Yokozuna by count-out, not winning the title. They treated it as a huge victory and had a patriotic theme celebration afterwards with red, white and blue balloons and stuff...

Other than 'Taker at Mania 24 and the two you mentioned, I can't think of any.
On a side note regarding over the top celebrations, I wouldn't at ALL have minded if they gave ADR another big celebration just to re-do Mariachi Punk, since that was too good the first time to not do again in front of an actual audience.

I kind of wish they would go a 1969 Celtics/Lakers route, where a heel orders a bunch of balloons/confetti in the rafters to drop when he wins, which is made apparent to the audience and gives them the idea that the heel is going to win, but proves to give the face that extra initiative to win the match.

Beat The Undertaker at Wrestlemania for the title? Confetti.
Win the Elimination Chamber? Confetti.
Win your 8th US Title on Smackdown? Confetti.
Retain your Cruiserweight title on Velocity? Confetti.
Beat a local jobber in a squash for your title? Confetti.

Confetti. Beat a local jobber in a squash for your title? Confetti. That would be a phenomenal way to get heel heat. Someone like Del Rio celebrates beating a handpicked jobber on Raw for the belt with a huge confetti/pyro celebration.
