I like the idea of two weeks on/two weeks off. I think it would give them plenty of time to tape 4 weeks worth of their TV shows, and hit up a good amount of cities on the house show circuit. Sure that would be a lot of work in a short amount of time, but also means a lot of rest too.

Yes it would. It would give everybody a chance to recharge.
Also, you don't have to go completely dark during the off-season: the off-season could be a perfect time for big DVD/game releases, you can send the younger, least experienced wrestlers to Florida for seasonning, you can keep creating studio material for the website, and also you can create off-season business, for exemple, you could have intrigues with contract renewals and such.
In real life, WWE would get a while to evaluate the roster and make adjustements. New signees have some time to go to Florida and learn WWE style, just in time for the new season.

i don't know about an off-season, but less content would certainly help. one main show per week and one ppv every three months (maybe one "In Your House" style show each summer). honestly, who wants to pay $600-700 per year on 12-13 ppvs, of which three will be good PPV's and the rest will be crap?

Just give each guy like a month off a year or something. Like how they gave Kane and Big Show some time off to rest.
