So this is what I got, just using the current roster page from WWE.com, and it's rather interesting... And so far this is just for the guys.
Always Face

(I wasn't watching when he first debuted so I dunno if he was ever supposed to be a face at all ever) David Otunga Dolph Ziggler Drew McIntyre (I seriously almost forgot he was on the roster...) I'm actually surprised how many people there AREN'T that have been perpetual babyfaces. Another interesting observation is the amount of people on the Always Heel list that haven't been on the main roster very long. It almost suggests a trend of bringing up new talent more as heels, because you'd think if there was an equal distribution, there'd be just as many rookies on the Face list, but there's not.
You could also make an argument for a lot of the heels just not getting enough storyline time to even make an argument for a face turn, but considering most of an awful lot of them just get used to be fed to mid-to-upper babyfaces, that's not too surprising.
Actually, now that I think about it, almost ALL the talent that's been brought up over the past year or two has had to go through a heel phase. Hmmm...

Miz was face as the host of Smackdown and in his few first matches.
Hunico might be a weird exception, since he got face pops for weeks as the Imposter Sin Cara.

Hasn't Cody always been a heel? From Legacy until now? And Rey Mysterio's always been a face, which is rather impressive considering how long he's been in the WWE. And even more impressive if you count his WCW and ECW days too.

Hasn't Cody always been a heel? From Legacy until now? And Rey Mysterio's always been a face, which is rather impressive considering how long he's been in the WWE. And even more impressive if you count his WCW and ECW days too. Though there was that time where he was unmasked and was a heel in WCW.

Kelly Kelly has always been a face, also. I think Eve has been, too, though they teased a turn for her one time.

Using similar criterea I think Bryan should count as a constant face as he was only a heel for one night before instantly seeing the error of his ways (which in turn was followed by huge crowd support).

Yoshi Tatsu and the Usos were always faces, at least I think. Oh and Hornswoggle, because even when he was with Finlay, he got face pops. Tyler Reks has always been a heel, I believe... Daniel Bryan is a weird one... Was his one-night only membership in Nexus enough to qualify him as a heel?

Yoshi Tatsu and the Usos were always faces, at least I think. The Usos only turned face this summer.

Reks was a face in ECW before he was retooled.

I could have sworn that Swagger was a face up until he got the WHC and got srsd up. And wasn't he technically a face when he came out on the giant eagle mascot?
