PPV's like GAB '04, Summerslam '95, and WM 9 always get slack for being the worst of all time. How come no one mentions Unforgiven 1999? Seriously, this PPV is awful.
The undercard was super weak because of all the top stars being involved in the main event (a six pack challenge for the vancant WWF title). Keep in mind this match was made on Raw the monday before the PPV. I'll give them some slack, as I think they were advertising Austin vs HHH but injuries forced Austin to ref.
"Highlights" from this show include:
Kennel from Hell match: Need I say more?
Jeff Jarrett vs Chyna in a mess of an IC title match.
Plus, other classics as Ivory vs Luna in a hardcore match for the Women's title (sounds like Russo) and Val Venis vs Steve Blackman, a feud which involved Val replacing Steve's kendo sticks with a vibrator.
Even more ridiculous is it got a higher buyrate than most PPV's this year. Shows that when the product is hot, people will pay for anything.

Jarrett/ Chyna wasn't awful.. The 6 pack challenge was a decent enough match and NAO/EC was decent enough.
Certainly not a blockbuster PPV and I think they meant to have it built around the title match but it wasn't one of those UGH PPVs

Actually, the six pack challenge was advertised for a couple of weeks in advance. The title being vacated and Austin being the ref were the parts added the week before.
This was also the PPV that featured the referees' strike. Aside from Jimmy Korderas, the refs were Harvey Wippleman and Tom Prichard.

The only decent matches were the six-pack challenge and X-Pac vs. Chris Jericho.
By the way, Summerslam 1995 can't be one of the worst as it had 1-2-3 Kid vs. Hakushi, as well as Shawn Michaels vs. Razor Ramon Ladder Match II.

If anything from 1995 is concidered "Worst" it's KOTR.
WM11 sucked but at least it's last 2 matches were good, KOTR had NOTHING

The only decent matches were the six-pack challenge and X-Pac vs. Chris Jericho. Agreed. I was in attendance for the PPV, and I think most of the crowd only enjoyed those two matches. Although Triple H winning the Six-pack Challenge was a disappointing result to most people.

As I recall, this was the event of Acolytes Vs. Dudley Boyz, which featured a run-in by Stevie Richards with the old UPN logo on his chest.

Was judgement day 98 the one where they had Jackie expose herself? If so I think that saves the ppv.

I remember Judgement Day 1998 really sucking. Was that the one with the Undertaker v Kane main event for the vacant WWE title which ended with special referee Steve Austin stunning both guys and declaring himself the winner?

Also Over the Edge 99 had like no good matches. That was understandable as everyone had a certain other thing on their minds. And as for bad attitude era ppvs, WMXV and KOTR 99 come to mind (maybe UK No Mercy 99 as well).

Also Over the Edge 99 had like no good matches. I really would not count that PPV. First of all, you can't blame the wrestlers for not putting in a lot of effort into those matches. Seriously, who could put in a lot of effort when something tragic happened?

No Mercy '99 was worse. Outside the Hardys/E & C ladder match obviously.
Unforgiven had a few good matches, I thought.

Yeah I don't get SS 95 even being mentioned. In fact outside of the dreadful main with Diesel/Mabel the show was actually quite good.
KOTR 99 was a pretty bad PPV. Unforgiven was mostly hyped around the main event and that match more or less delivered. Frankly while the WWF product was hot in 1999 most of the wrestling itself was bad and the Russo silliness was out of control.

Wrestlemania was underwhelming to say the least, Royal Rumble was pretty bad, Summerslam & Survivors were okay, the only non-terrible B-Level PPV's were Backlash (great Austin/Rock main event) and Armageddon (Kane vs. X-Pac cage match & Chyna/Y2J were surprisingly good) it's all because of the paper-thin roster, I mean Godfather, Mideon, Viscera, Mean Street Posse, Albert, Blue Meanie, H.Holly, Mark Henry, Chyna, Bossman, deteriorating Goldust/Undertaker/Foley/Bulldog, unmotivated Big Show/Taker/Bulldog/Goldust...when Y2J, Dudleyz, Tazz & Radicalz came in, things POPPED OFF in 2000
