I loved guys like Hollywood Hulk and The Rock in their heel runs but I didn't pick them because they were "cool" heels. To me the perfect heel is the guy you despise...or in Jake's case, deathly afraid of.

I'm going by ability to draw as a functioning heel, not judging by quality of personality or in ring work or anything, but I'm going to say it's between Bockwinkel and Gorgeous George.

Tough call. There are many good ones, from different promotions and different eras when being a "good" heel meant different things.
For much of his Memphis run from the early 70's to mid 80's, Jerry Lawler was a heel, but he was still far and away the most popular character. Not only was he the funniest guy in the promotion, but when the NWA World Champion came to town once a year or so, he virtually always wrestled Lawler for the title. The crowd adored Lawler in those matches, even when he was a heel, otherwise.
I have to say the best ever was Nature Boy Ric Flair from about 84-89. The 4 Horsemen were the most popular stable in the business at the time and Ric was the undisputed leader. Like Lawler in Memphis, Ric's promos on Saturday Night Championship Wrestling were the most popular part of the show. He insulted people in the live crowd, the home audience, other wrestlers, you name it, and they all still ate it up. And, unlike Lawler, Ric was doing it in front of a national audience on TBS and selling out arenas all over the country, even while Hulkamania was running wild as well.

1. Flair....was FANTASTIC at making fans HATE him, and want to see him beat for the belt. 2. Heenan....could also do this, but was also the best at playing the coward. He was his nickname, or at least his character was. 3. Vinnie Mac.....just because he can be a bastard both on screen and off. 4. Ted Dibiase....just for his audacity in trying to BUY the WWF title....that's a SUPER heel move. Plus, his "Million Dollar Man" character was pretty darned evil on its own, besides the title thing. 5. Jake Roberts.....could be the devil when he wanted to be.....and could be so natural doing it, as if it wasn't that far removed from the REAL Jake.

Flair in the 1970s in Mid-Atlantic Championship Wrestling and, at times, in the 1980s, was a great heel. The only problem was, as he went along, more people wanted to and did cheer him. I'd go McMahon, Terry Funk, Roberts, DiBiase and Vader. Funk had people wanting to kill him in 1989 and Vader was the last monster heel.

Roddy Piper: arguably one of the top heels of all-time as well as arguably one of the top babyfaces of all-time. I'd say the peak was The War to Settle the Score in terms of his heel run. I think the MSG genuinely wanted Hogan to kick the s**t out of Piper. Having all of the celebrities speaking in the pre-amble also added to the event.
Vince McMahon: man, oh man people hated him! I wanted to see Austin stun him every week or The Rock rock bottom him every week. It's hard to believe that Vince McMahon transitioned from a cheesy, babyface announcer in 1996 to what we got in 1998!
Triple H: Man did I hate him too back in the Attitude Era too.
