Speculation is the Xmas update will hit tomorrow and includes 5 community gifts ala Halloween, two of which could be the Springfield Mall and Clausco.

No mention of the building but Mr. costington is supposed to be one of the storyline characters along with Ebeneezer Burns and Barney the Plow King.
Not exactly sure how it will work but we're supposed to be gifting neighbors, similar to the gremlins from Halloween.
