Pretty simple really. Some guys have it and other guys don't. You never know who or what is going to get over until you try and get it over. Honestly, when you say something out loud such as "Monster undertaker who threatens to bury his opponents alive" or "Crazy Ex UPN actor who likes smashing clocks over his head and loves snacking on worms" then on paper it sounds like an idea doomed to failure. But sometimes if you give the gimmick to the right guy and he has the talent to pull it off then chances are it'll take off.
Zack's character is something unique that we haven't really seen before. And Zack's gimmick seems to essentially be being himself turned up to eleven which is essentially what most successful characters are. So he's got that in his favor too.
Curt's gimmick on the other hand... well, I haven't really been following him that closely lately, but essentially he seems to be a guy who walks around with a cane faking an injury. Other than that he's basically every cookie cutter heel archetype you can think of. Maybe that is his real life character, but sometimes acting like yourself just isn't very interesting. There are tons of boring people out there after all.
It also doesn't help that Curt has been given next to zero credibility lately. Yeah, he has credibility on NXT, but that's been proven to be completely worthless. And when a guy isn't booked to look like a convincing threat or someone we should take seriously and he's also got nothing else going for him that someone else hasn't done before and done better than it's gonna be next to impossible for them to connect with the fans no matter how hard they try.

Curt could be a pretty good mid-card heel. I don't know if it's his wrestling style or his cane, but he feels like a old school wrestler to me. Even if they never won, I'd love to see him and Tyler Reks on TV. At least then we wouldn't see champions lose so often.
