The Wire. I'd also nominate it for best show period. This, up top. Followed by: The Sopranos Oz Eastbound & Down Six Feet Under Also, shout out to HBO 24/7. HBO has a legitimate claim to best TV station of all time from all the quality programming they've delivered. The above doesn't even include Boardwalk Empire, Deadwood, Game of Thrones, Veep, True Blood, Curb Your Enthusiasm, The Comeback, Generation Kill, and Treme--all of which are either shows I really want to watch some day and have heard good things about or shows I've enjoyed at varying points. It's easily my favorite network.

The Wire - the fact it never won an emmy (not even sure it was nominated) is a travesty. Also, practically every other show they have put on is literally just a hair or two behind the Wire. Thankfully, with their good example IMO; other television channels have really stepped up.

If we are going to talk about quality original programming on HBO, why not bring up their in-house movie studio? Let's look at some of the amazing stuff they have put out:
Temple Grandin (the 2010 film that deservedly gave Claire Danes a buttload of awards and gave autism a more realistic and understanding face).
Conspiracy (the enthralling 2001 movie about the 1942 Wannsee Conference where the Nazis mapped out the protocols for Hitler's Final Solution)
The Pentagon Wars (1998 film starring Cary Elwes and Kelsey Grammar about the development of the Bradley)
Something The Lord Made (2004 film starring Mos Def and Alan Rickman)
Empire Falls (the multi-award winning 2005 miniseries based on the award winning novel of the same name)
Band of Brothers (where this actually belongs)
The Late Shift (the 1996 film about Leno and Letterman competing to be Johnny Carson's successor)
61* (the 2001 film by Billy Crystal regarding Mantle's and Maris's 1961 race to beat Ruth's record)
If These Walls could Talk (the 1996 film, not the 2000 film, which I have yet to see)
The Jack Bull (the 1999 John Cusack western)
The Laramie Project (the 2002 film based on the play)
The Life and Death of Peter Sellers (2004 film starring Geoffrey Rush)
Normal (2003 film about Tom Wilkerson undergoing a sex change late in life and 25 years into a marriage)
Truman (1995 film starring Gary Sinise)
Too Big to Fail (the 2011 film about the behind the scenes story in the 2008 economic disaster)
Miss Evers' Boys (the 1997 film starring Alfre Woodard and Lawrence Fishburne, who again portrayed a Tuskegee airman in an HBO film - the first was The Tuskegee Airmen)
Into the Storm (2009 biography film about Winston Churchill)
Gia (1998 film that gave everyone their fill of nude Angelina Jolie that they could ever need)
And the Band Played On (1993 film about early AIDS research)
Bonus points to them for the films that actually got theatrical release, especially Amistad and Mom and Dad Save the World (which was a bomb but is so stupid that it is truly awesome).

the Wire is the greatest TV drama of all time and Curb your enthusiasm is the greatest comedy of all time. Other than both being HBO produced you cant really compare the two and so Ill rank them jointly the best.
honourable mentions also go to game of thrones and deadwood x
