I think Paul Heyman might be another good inductor for Bam Bam. Bam Bam had some of his biggest success in ECW.
I was thinking of someone that worked with ECW that would be a good induction this year, and I have no idea how I forgot about The Beast From The East.

If Owen's not inducted (and considering the situation with his widow and WWE -- that's a safe bet), I think Bret Hart would be a good choice to induct Bam Bam. He considers him as one of his favorite opponents.
I'm guessing Lanny Poffo won't be around. He hates Bam Bam and went on and on about what a fat and talentless piece of garbage he was during his recent Kayfabe Commentaries shoot.

It's interesting that the vast majority of Bam Bam's most well known and highest rated matches (and infamous if you count Survivor Series 1993) were losing efforts. He has very few big wins in his career (at least in America, not sure about his time in Japan to be honest). For example:

That's a 7-10 record and I really had to reach just to find that many career highlights/historically significant matches. He also went 2-1 in feud with Spike Dudley in the summer of 1997, but none of those matches really stand apart from the others.
But what a testament to how this guy could have good matches in such a wide range of styles. He could have great matches with Windham and Bret, do comedy with the Doink stuff, have pretty wild hardcore matches in ECW and WCW, and carry a football player to a decent WrestleMania main event. A deserving Hall of Famer.

Dibiase could induct him as well. I find it ironic that during bigelows 87-88 run he feuded with dibiase, only for dibiase to manage him during 94-early 95.
