If they used to offer a full legit 12 inches then yea they should have the guts to come out and admit it. As far as not worrying about it, well yea it's small and I wouldn't go to a store to complain, but it's kind of a matter of once you let them get away with this, they will continue to take liberties until someone calls them on it

I feel like an old geezer for saying this but I remember over a decade ago when there were reports about how Subway 'Footlongs' were not always 12 inches long and could sometimes be shorter. I guess each generation of reporters needs to 'discover' this.

I have bigger problems in life.
Like the Subway employee who insists that a footlong sub entitles you to exactly two tomato slices, three pickle slices, etc...to the point that she actually picks the extra one back off if she accidentally puts four pickle slices on.
Or the other Subway (that I also now avoid), where the employee said, "Sorry, we don't have any tomatoes, cucumbers, or pickles right now. We have some in the back, but we don't have time to slice them." Meanwhile, she carried on a conversation about a weekend party with the other two employees, who were standing around doing nothing. If I'm the only customer in the store, and there are three of you, you have time to slice vegetables.
So, the missing inch? I don't particularly care. Just make sure you're willing to put food on the bun.

I thought it was common knowledge that anything advertised as a footlong, whether it be a sub for a hotdog, is not actually a foot long.
