Hal Jordan - The thing is he wasn't even brought back because he's a great character, he was brought back simply because he became a rallying cry for every comic book fan who refused to accept that comics have changed since 1980. I grew up on 90's comics. I love 90's comics. Why does that make my childhood less deserving then yours?
Barry Allen - just a boring character from a bygone era who's story has been told and was giving a deserved heroes farewell. DC seemed to bring him back simply because they could.

The Borg, after "The Best of Both Worlds"
But Trek kept going back to the Borg again and again, and they progressively became less interesting

Jason Todd. The effects of his death helped shape the entire modern Batman mythology. Bringing him back was just so cheap. Thanks, Judd Winick!

"The Stolen Earth"/"Journey's End" really should've been their last hurrah. Every appearance they've made since has been underwhelming. They went from the big bads of the series to just another alien the Doctor has to deal with that week.

Bambi's mom.
I mean, I was okay with it at first, but then they turned her into a souless killing machine. And then they turned Bambi into a whiny, emo main character.

Barry Allen. DC still hasn't done a single story to justify him coming back. with Hal Jordan it was understandable, because he went out like a bitch and was derailed into a villain, plus Geoff Johns went out of his way to give the guy a more unique personality that differentiated him from Kyle Rayner. with Barry, he went out like a total champ, and the fans never really wanted him to come back because his death was such a big deal. and since they brought him back they just wrote him as a poor man's Wally West with CSI cliches tacked on, at the expense of not only Wally (Who the fans unanimously loved) but also Wally's supporting cast, Jay Garrick, Bart Allen and the second far more interesting Zoom (seriously Eobard Thawne can eat a dick, he's just another generic cartoonishly evil villain as opposed to Hunter Zolomon, who actually had believeable motives). on top of that, because of the Justice League cartoon most people are more familiar with Wally as the Flash than Barry, who unlike Hal Jordan has never had the opportunity to build up any kind of mainstream recognition. it'd be like if they rebooted Star trek with Captain Pike as the hero instead of Captain Kirk. Naw...most people think Barry Allen- he had that live-action show for a while and everything.

One of the many factors that quickly turn 'Heroes' into a huge pile of s***, was that it would kill off key characters (well two: Peter and Claire's father).... but they would be back about an episode or two later.

Since there was a thread recently about characters who should not have been killed off, here is one for the characters who should have STAYED killed off. I'll start us off with: Norman Osborne. To me bringing him back totally ruined the character's appeal and legacy. This guy was THE Spidey villain-one of the few (and the very first as I recall) to learn Spider Man's secret identity, the killer of one of Spidey's loves, and the inspiration for numerous other villains to follow. It made him all the more badass and evil that even decades after his death Spider Man was still suffering from various traps and plots he had set in motion before he bit the big one. Bringing him back and putting him in an Iron Man suit of armor totally wrecked the character. A thousand times this. I quit reading Spider-Man in disgust when they brought Norman back for all the reasons you said. I can live with Jean Grey, Jason Todd, and Barry Allen being back, but Norman Osborn being back still grates on my nerves.

Tony Almeida on '24'. Yeah, yeah, I know they never actually said he was dead, but him coming back was like, 'come on, really?'

Mu La Flaga in Gundam Seed. He sacrificed himself in a blaze of glory to protect the Archangel, only to be brought back as Neo in Destiny, only because Fukuda felt that Destiny was lacking in "cool adults". that one was particularly stupid. Mu was in a giant robot that was shot with a giant space laser that vaporized it, IN OUTER SPACE! how the hell does anyone survive that? with no visible damage no less? it could've been explained as him being a clone or something but, no, Neo was actually the real Mu all along. still one of the most implausible resurrection stories I've ever heard and I've got shelves full of comics. To be fair, he's got a big scar on his face and had amnesia, so he didn't get out unscathed, but yeah, it was absurd. That said, killing him off in the first place was a mistake, so I was fine with it.

Colossus.
His death was beautifully written, and nothing they've done with him since he came back has been worth undermining that. Hooking up with Kitty again, turning into Juggernaut, his sister turning evil, even as one of the Phoenix 5, it all could have been done with different characters and he be left with this defining moment.

A Song of Ice and Fire: {Spoiler}Catelyn Stark. Bizarre, atonal, and actually strange considering GRRM's whining opinion about Gandalf's return. Tales of Symphonia: {Spoiler}Colette. Yeah, it would've been bleak, it would have been sharply at odds with the cutesy anime adventure, but a lot of Lloyd's later dilemmas and decisions would have had that extra weight behind them: fighting to dismantle an abusive, amoral system that, for a moment, he chose over the life of his own friend.
Also clears up a party slot for Seles or a rogue Desian or, y'know, someone who's actually interesting. World of Warcraft: {Spoiler}Nefarian and Onyxia. These are supposed to be the twisted, cunning offspring of the expansion's final boss. If they were going to be reduced to such meaningless filler, Blizz should've just left their heads to rot in Orgrimmar and done something with Sabellian or the Netherwing.
Cenarius' resurrection also couldn't have been any more devoid of drama. Picking up a pattern here. FFVII: Advent Children: {Spoiler}Sephiroth. The final battle and his death scene in the original game were perfect as they were.

Megaman X {Spoiler}Zero, obviously. X5 was the perfect swan song for the X series, but nope, here's X6 to screw everything up. That Zero's ending in X6 had nothing to do with the rest of the game and involved him being put in some sort of cryosleep for some reason or another (Which I don't think was ever brought up again) only makes it dumber in retrospect. Then comes the Zero series and... Yeah, you get the idea.
