I literally have never seen that ever before It's from an episode of RAW several years ago but it seems like WWE's had it pulled off of the internet. It was Trish with Shelton Benjamin and Vince McMahon in a parody of this Monday Night Football commercial with Terrell Owens and Nicolette Sheridan: |

And Vince came in with a rant about the moral and racial implications of Trish and Shelton. This was because people were pissed about the Terrell Owens and Nicollete Sheridan skit, destroying morals, and some even saying it was racist.
It was WWE making fun of the skit and the ensuing controversy. It was their way of saying "You're f***ing kidding me." when it came to the controversy the MNF skit got.
Vince also made a reference to the Malice in the Palace.
