By pure wrestling, I mean, having the ability to work a good match without relying on excessive brawling and highflying tactics.
Note: It'd be way too broad a discussion to try and determine the best ever in the world. So, japanese guys and british guys are excluded(including Dynamite)

I just always loved Malenko matches. Him and Storm always had this vibe to their matches where it felt real at points.

Dynamite Kid was English, not North American!!! This is very hard to choose. Malenko, Benoit, Angle and Perfect are all tremendous talents, and so is Bret (although I thoght he was Canadian, not North American?). Eddie was a great talent, I'd say he was the best all round, but not the best technical. Steamboat was good inb his prime, so was Flair in his own ways.
I want to say Jerry Lynn though, but again he falls under the all-rounder ctaegory with Guerrero. I'll say Malenko, simply because there is a reason he was called the Man Of 1000 Holds.

The only reason I didn't include him is because, from '98 to 2000, he started transition into a complete steroid monster. From 2001 to present his muscles are too big he can't even work a proper match. LMAO. Seriously though, if you were to include every wrestler on the planet, DK is the best IMO.

But, from what I've heard, Bret Hart was very good at making worked matches seem real.

To me, it's a close call between Bret Hart and Dean Malenko. Ultimately, I'll go with Malenko, since he relied less on punches and more on pure wrestling to get through his matches than Bret did.
As someone else pointed out, Jerry Lynn comes to mind when considering some of wrestling's greatest technicians, but his styles are too varied to define him as simply a technical mat wrestler (same goes for Kurt Angle, but to a lesser extent).

Canada is what comprises the northern part of North America (USA is the middle part, and Mexico is the southern part).

Well I didn't mean strict mat wrestling. I meant who could work a great match without relying on hardcore/brawling stuff and highflying stuff. Meaning someone who does some highflying stuff(benoit and Eddie) but doesn't rely on it(Rey). It's easy to make a match by simply fighting outside the ring and/or doing backflips).
