I think Tenryu and Colon were announced as participants. Martel I wouldn't call a surprise. Just a replacement (for Anvil) like Virgil the year before. He had been with WWF on and off for 8 years though he hadn't been on TV for months. Sparky and Kwang were replacements too in 1994 though maybe a surprise (though unintentional) as they hadn't been on TV matches IIRC. Honkytonk was around doing managing and commentating from early 1997-Wrestlemania XIV.
I would say Backlund was the first surprise year for the legends. Honkytonk could be considered a surprised the following year. Big Show was a surprise as was Haku.
I don't really mind the non-regular roster additions now because I find most of the regular roster members boring and love the legends but years back it bothered me. I would have rather seen Salvatore Sincere or Bob Holly get a pay day in 1997 over Terry Funk or the AAA guys though I guess I know what they were trying to accomplish having them. Bushwhackers would have been ideal over Tenryu or Colon in 1993. Dick Murdoch's 1995 should have gone to a long time roster guy like Martel or Volkoff or maybe a newcomer like Kama.

I want some real surprise entrants. Like for example, all 30 guys have entered and suddenly without warning 2 minutes later you hear a countdown and buzzer again. What? #31? What is this nonsense?
Or #19 comes down and two minutes later there's a countdown and the graphic shows #72 as the next entrant. THAT would surprise me.

Well, the 1989 Rumble sorta had Virgil as entry #31. No, he's not 31! [/Gorilla Monsoon] That and Ventura suggesting one of the participants was Sensational Sherri made me chuckle when I first watched the event. *Wonder if Sherri could have done better than any of the other female Rumble entrants.

But I don't remember "The Model" Rick Martel being announced for the 1995 Royal Rumble beforehand. He wasn't. It'd been almost since WM10 that he was on TV, but (according the wonderful HistoryofWWE.com) he wrestled on house shows and live events sporadically until July '94. And he made 1 appearance at a house show in Montreal the next month. Then nothing. Also, I think he was brought back mainly to keep his streak of Rumble appearances alive more than anything, since he did nothing of note and barely lasted 2 minutes. Not going to lie, if Razor Ramon showed up in the Rumble I'd mark the f*** out. Oh, he'd get the same reaction Nash got in '11. EASILY. And just like Nash, all the smarks would pop as loud as anyone else.....those wonderful magical Outsider bastards....

I've always loved these as it's the one time a year I am guaranteed to be marking out. They should always do them as it makes the match feel more important knowing guys from many eras are trying to win. It's also the only time you get to see guys of the past,present and future go at it. Royal Rumble 2008 was one of the the events with the perfect mix of past legends,veterans and future stars all mixing it up and it was fantastic.
