Shigeru Chiba is currently most famous for voicing Buggy The Clown on One Piece.

Funny how my mind works sometimes though because that was not what first came to mind. I was more thinking "Isn't he the guy who voiced that monster-of-the-day in Sailor Moon episode?".

He is most famous for voicing wacky character so it is kinda strange to associate him with a rather serious character like Raditz (voice seems also slightly different for that one).

Then again, Megumi Hayashibara also voiced Rei Ayanami from Evangelion and Faye Valentine from Cowboy Bebop.

And most fitting enough he was also the voice of Kefka in Dissidia: Final Fantasy.

For those who have ever played Final Fantasy VI know that Kefka is one of the best examples of "The Omnipotent Trickster" there is. Although Kefka's brand of "fun" leans way way over to the destructive side of things.
