Orton barely seems to be a part of the group at this point, Big Show seemingly has it in his iron clad contract that he only has to punch one person a night, and and as demonstrated both tonight and on SmackDown, the Shield can't handle all of the work by themselves.
So, they're going to be doing some new people. It seems like, unfortunately, del Rio might be about to butt his boring head into things, so I suppose there is that. Though I'd rather get Sandow, maybe Big E... The Wyatts also seem to be loosely affiliated with them so far though I can't really see them becoming outright members of the faction.
Definitely add Wade Barrett. Maybe have Ziggler win the US title on SmackDown then have Barrett be chosen to go after it instead of Ambrose being given a rematch? Make for a unique match-up there and would kind of further the idea of the Shield eventually getting fed up.

Aside from Barrett I can't think of anyone who would fit.
Bringing in the Heyman Guys would mean also having to pull Punk into the story which would ultimately undermine Bryan,
Most of the other heels seem like they either wouldn't give a shit (Wyatts) or think too highly of themselves (Sandow, Fandango) to get their hands dirty in a corporate power struggle and lower themselves to being "hired help" for HHH.

True, that would be kind of an issue. Most of the established heels these days are a bit too dynamic to care about much else.
I guess they could always when he comes back turn Jericho heel but... Damn, I never have any interest in seeing Jericho as a heel ever again because there is just zero left for him to do that isn't old ground. Same for if he were a face, really, but faces are allowed a little more repetition because heels mostly drive the storylines.

Perhaps they recruit Punk once the Heyman/Punk feud is over.

HHH/Steph has more power than anyone else, they can fix it so the Corporation always wins.
Though they could probably add Barrett, if only to give them a 5 man team for Survivor Series down the line.

Perhaps they recruit Punk once the Heyman/Punk feud is over. NOOOOOOOOOO. NO. NO. NO. NO. NO MORE HEEL PUNK. Barrett is easily the best option for the hired gun. Maybe some other NXT guys (help me out here, I don't follow it too closely so I'm not sure who would fit this role).

Perhaps they recruit Punk once the Heyman/Punk feud is over. The whole reason he turned face in the first place is because he couldn't get booed anymore, not even against Undertaker. Also, Punk joining the Corporation would be character assassination. It goes against his entire run in WWE. I would hope they learned from Corporate hugger Steve Austin not to do that. Austin himself regrets doing it.

Remember Punk respecting Triple H, saying he was mistaken, and that everyone fighting against the evil boss was wrong and becoming a strikebreaker wearing HHH's jacket? Remember him saying during his heel run that he was only out for himself, and that people just bought into it? And that he's never recanted that, getting his face pops from the fact that Heyman's a bigger heel and making sports references rather than being genuinely good as a character? "I exploit you, still you love me."

"I exploit you, still you love me." Not really. That "shoot" promo he cut before the Rumble as a heel still involved him spitting venom at the WWE machine. The babyface persona he outed as a fraud is the guy who apologized to Triple H and kissed his ass when the roster walked out. The "real" CM Punk, as eluded to in that promo, is the guy who sat on the stage and said he hated WWE's structure and blind fanbase. Even evil Punk hated the McMahons.

They need some undercard people to face Kingston and crew. Heel Ryder, Barrett, Fandango, Curtis Axel, all come to mind

Jericho needs to come back wearing a hockey jersey & mask under the name Stan Lee Cupp. He could be a more aggressive The Goon.

if Claudio wasnt apart of we the people and had a better push I'd love to see him join up with them. barrett as well like somebody said. I'd like to see a corporation member that they have try to match Bryan's skills rather then just some huge guy to pummel him. a lot of heels could be fed to/or have competitive matches with Bryan trying to prove their loyalty to Trips as well.

Bringing in the Heyman Guys would mean also having to pull Punk into the story which would ultimately undermine Bryan. No, it wouldn't. During the Attitude era WWF balanced Austin & Foley (& later Rock) as top faces against the Corporation, Corporate Ministry, and McMahon-Helmsley. WWE could find a way to balance Punk & Bryan as top faces.

Big E. Langston's free so him and Barrett being involved isn't entirely unlikely.

Barrett is a great choice. He's already worked for them. Remember when Vince made him try to forcibly shave Bryan's beard? (I didn't but I'm watching Summerslam right now)
