Lethal Lottery/Battle Bowl was another concept that looked good on paper but WCW just could never get to work. The last one in 96 was the worst. None of the "random pairings" actually felt random, and the only guy in the final Battle Royal with any real credibility was DDP and at the time nobody saw him as anything better then TV Title material.

Because guys like Scot Hall won it. If Scott Hall is the worst guy you can come up with for the winner of a yearly battle royal, it can't be that bad. Sure beats Alberto Del Rio as a Royal Rumble winner at least.

I know he went on to face Sting later for the title, but why waste the match with Hall?

I think the Scott Hall title match was going to cause friction in the nWo camp as it was someone other than Hogan getting a title shot, but Starrcade screwed up everything, and they decided to do the whole someone else in the nWo getting a title match drama taking place with Savage the next month, and that leading to nWo Wolfpac instead of Hall getting the shot against Sting.
