Probably an unpopular opinion but I think that Rocky was a more versatile performer. For those that believe that Rocky needed Austin to get to the next level it could be argued that Austin needed Mr. McMahon to go to the stratosphere.
Not to take anything away from Austin who was a top performer and very charismatic as well, but Rocky was one of the most charismatic guys to ever do it. Your mileage may vary.

Austin's more what I look for in wrestling. I like that no nonsense take no prisoners ass-kicking style. Also, I liked his ratio of humor and seriousness, I prefer the humor to be the change-up instead of the fastball. I was never super into The Rock's cavalcade of catchphrases that seemed to be mostly about getting a "wtf can't believe he said that, so random!" reaction. Not that he couldn't cut through the crap and cut a serious promo, and when he did it was great. But week to week, I got tired of Rock a lot quicker than I did of Austin, who I never fully tired of until the WUT era. I think Rock was pretty great in the ring though, despite a lot of his light looking offense. His energy and athleticism were off the charts.
I think comparing the two in 2003 is unfair though. At that point Austin had been wrestling for 15 years or so, while Rock was around year 7. Of course Austin's going to be more beat up and out of steam. He had had multiple neck surgeries, bad knees, and alrady experienced burnout, understandably so.

Comparing them at any point is hard to do accurately, and it honestly does come down to which guy you like better.

I didn't care for Rock's catchphrases after a while. SCSA had them, but they weren't as juvenile overall and definitely less focused on putting things in people's butts rather than beating them up.
Not to say the Rock didn't absolutely capture the attention of a 14 year old Numero99, but his schtick wore out as I got older - Austin's less so.

"Good though Rock was he was never quite Stone Cold".

It's damn near a tie for me. I think Austin was the better worker but it's close. I think the Rock was better on the mic but again it's close, and I think Rock had more charisma than Austin (but to be fair to Austin I think Rock is the most charismatic wrestler ever other than perhaps Hogan). I like Austin's theme better, and I still get goosebumps hearing the glass shatter noise when he makes his sporadic returns.
But in the end, even though it's almost a coin flip the fact that Austin (not that he knew) gave us "What" gives my vote to Rocky.

I really enjoy Rock, but it's pretty really Stone Cold for me. I like his promo style better, I feel he's pretty clearly the better worker, and very easily one of the best to ever do it.
Rock is charismatic as hell, and his matches could be fun, but he never quite clicked really well with me in the ring.

Rock practically defines wrestling for me. Austin's character liked to kick ass. Rock's character liked himself. He's this egomaniacal larger than life cartoon in human shape that's just what wrestling is all about for me. Austin is cool but, out of the two...yeah. Rock it is.

Austin...and it's never been close really.
He truly is one of the real icons, he's in the Hogan stratosphere in that regard with the exception of he's not been on TV every week trying to get his ego fed in a dying company.
I admit that the Rock was very good at his role, but he never reached Austin's status in my book.

Austin for me as well. I however will never forgive him for the "what?" chant. It was a low point for me, then again the whole company seemed to be on a slope during that time. My mom did love The Rock though (no shock there).

Definitely have to go with Austin. Didn't really like either of them as a kid, but I've come around to enjoying old Austin stuff a lot looking back. I've only ever enjoyed Rock during his Hollywood days.
